Green Party Calls for a Green New Deal, A Rapid Halt to Fossil Fuels at COP28

The Green Party of the United States calls upon the Biden administration to support a rapid phaseout of fossil fuels and a ten-year transition to 100% renewable energy, with zero greenhouse gas emissions, at the COP28 climate summit that runs from November 30 to December 9.

The Green Party, which began calling for a robust ecosocialist Green New Deal in 2010, insists that the U.S. support a just transition for all, and recognizes the disproportionate impact of climate change on vulnerable communities, which requires making climate reparations to the Global South to pay for the climate damage mainly caused by polluters from the industrial north.

"Climate action must put the needs of BIPOC (Black, Indigenous, and People of Color) communities, workers in transitioning industries, women, LGBTQIA+ communities, and youth first. We need a comprehensive economic bill of rights. Our government must invest in training workers for green jobs while guaranteeing equitable access to the benefits of a sustainable, circular economy. COP27 incorporated 'loss and damages' for the first time. COP28 must deliver on guaranteed climate financing," said Joseph Naham, Co-chair of the Green Party of the U.S.

The Green Party joins with the Global Greens in demanding that all nations commit to immediate, substantial, and verifiable reductions in greenhouse gas emissions. The UN Intergovernmental Panel on Climate Change (IPCC) has been clear that urgent action is needed to limit global warming to 1.5°C above pre-industrial levels. Unfortunately, the 1.5-degree target was temporarily breached on many days in 2023 and in the last month on at least one day exceeded 2 degrees C. With extreme weather events accelerating, António Guterres, the Secretary-General of the United Nations, has warned that "humanity has opened the gates to hell."

Greens worldwide have deplored the involvement of fossil fuel industries at COP28, as well as the decision to allow a major fossil fuel-producing country, United Arab Emirates, to host the event. The presence of fossil fuel interests has been growing rapidly at recent COPs, and their influence is harmful to ambitious climate action. The Global Greens are also demanding that all nations endorse the Fossil Fuel Non-Proliferation Treaty as part of an accelerated, equitable shift from fossil fuels to clean, green, and affordable energy for all.

"There is no time left for incremental change. We need comprehensive systemic change that is committed to the well-being of all living beings, not the profits of the wealthiest 1%. This includes protecting biodiversity as well as committing to a more peaceful world. We call for an end to all wars including those over fossil fuels, starting with immediate ceasefires in Gaza and Ukraine," added Mark Dunlea, Co-chair of the Green Party of the U.S. EcoAction Committee.
