Cárdenas Votes to Pass Government Funding Package
WASHINGTON, D.C. - Today, Congressman Tony Cárdenas (CA-29) voted to pass H.R. 4502, a package of seven government funding bills, which include $12.5 million for San Fernando Valley initiatives and programs.
'As a Member of Congress, my number one priority is to take care of the people living in my home community - the Northeast San Fernando Valley,' said Congressman Cárdenas. 'That's why I'm proud to have passed funding bills that include $12.5 million for projects that will make a real difference in the lives of our friends and neighbors. Now, let's continue this fight in the Senate to bring home federal dollars that will help the Valley now and in the long run.'
The following Community Project Funding will go to California's 29th Congressional District:
- $5,000,000 for the Telfair Avenue Multi-Modal Bridge Project;
- $800,000 to Pacoima Beautiful for the Pacoima Wash Greenway Project;
- $1,000,000 to Abbey Road for the Housing Rehabilitation Project;
- $200,000 to Champions In Service for the Community Wellness Initiative;
- $1,000,000 to Mid Valley YMCA for After School Programs;
- $400,000 to Los Angeles Valley College and Los Angeles Mission College for the Workforce Training Program;
- $3,000,000 to LA Family Housing for Project Home Key Development;
- $450,000 to the Boys & Girls Club of San Fernando Valley for After School Programs;
- $400,000 to Penny Lane for the Individual Placement and Support (IPS) Program; and
- $300,000 to Proyecto Del Barrio for the On-Work-site-Experience Program.
In addition to Community Project Funding, Congressman Cárdenas secured the following provisions:
Labor-HHS-Education
- HHS/SAMHSA Report Language: Mental Health Inequities Reporting
- HHS/CDC Report Language: disability data
- DOL/Reintegration of Ex-offenders: $150 million, +$50 million over FY21 enacted
Agriculture-Rural Development-FDA
- Agriculture, FDA Closer to Zero: Includes $13 million for FDA's Closer to Zero program to help remove toxic metals from infant and toddler food.
- Agriculture, WIC: Fully funds participation at $6 billion, equal to FY 2021
- Agriculture, WIC: Report language in WIC Food Packages is included
- Agriculture, School breakfast expansion grants: the bill provides a 66% increase over 2021, to $10 million
- Agriculture, Health Food Financing Initiative: $6 million included, a 20% increase of 2021
Energy and Water Development
- DOE, Energy Efficiency and Renewable Energy, Vehicle Technologies Office, Clean Cities Program: Provides not less than $60 million for Clean Cities Program, $20 million above FY21, and report language included.
- DOE, Fossil Energy and Carbon Management, Methane Emissions Mitigation: Provides not less than $26 million, $13 million above FY21
- DOE, Energy Efficiency & Renewable Energy, Vehicle Technologies Office: Provides $530 million, $130 million above FY21, including not less than $200 million for Battery and Electrification Technologies, $25 million above FY21, and report language included.
- DOE, Energy Efficiency & Renewable Energy: Provides $3.77 billion, $906 million above FY21.
- DOE, Electricity, Energy Storage & Grid Storage Launchpad: Provides $101 million, $21 million above FY21 for energy storage, and provides $32 million, $9 million above FY21, for the Grid Storage Launchpad.
Financial Services and General Government
- CDFI: Highest Level, $330M, $60M Increase above FY2021
- CDFI: Report language included for Minority Lending Institutions set aside
- National Credit Union Administration, Community Development Revolving Loan Fund: $4 million, a $2.5 million increase above FY2021
- IRS, Office of Taxpayer Services: Robust funding $2.94, $385 million above FY2021
- CDFI, Healthy Food Financing Initiative: $25 million, a $2 million increase above FY2021
Interior-Environment
- Smithsonian Institution, National Museum of the American Latino: $8.32 million, +$2 million increase over enacted and report language included
- Smithsonian Institution, National Museum of the American Latino: $5 million, provided
- EPA, State and Tribal Assistance Grants - Diesel Emissions Reduction Program (DERA): $150 million, +$60 million over FY2021 enacted
- USGS, Surveys, Investigations, and Research - Early Earthquake Warning: $28.6 million, +$2.9 million over FY2021 enacted
- National Endowment for the Humanities: $201 million, +$33.5 million over FY2021 enacted
Military Construction-Veterans Affairs
- VA, Medical Services: $256 million to support the Veterans Crisis Line, an increase of $142 million over FY2021
- VA, Medical Services: $599 million for Suicide Prevention Outreach programs, a $286 million increase over FY2021
- VA, Medical and Prosthetic Research: Report language on gender-specific impacts of toxic exposure
- VA, Medical and Prosthetic Research: $902 million, a $87 million increase above FY21 and a $20 million increase above the budget request
Transportation-HUD
- HUD, Homeless Assistance Grants: $3.42 billion, $420 million over FY21
- HUD, Homeless Assistance Grants, Youth Homelessness: $92 million for grants to comprehensively serve youth experiencing homelessness
- HUD, CDBG: $3.7 billion, $253 million over FY21
- Related Agencies, USICH: Vehicular Homelessness Community Response report language included
- HUD, Tenant-Based Rental Assistance, VASH: $29.2 billion, $3.4 billion over FY21, including $1 billion to expand vouchers to more the 125,000 low-income families, including veterans and $20 million for HUD-VASH
Commerce-Justice-Science

Legislative Branch

- Intern pay: $15.435 million (40% increase) in compensation for interns, provides $35,000 per member office, an increase of $10,000 per office
- DACA: allow Legislative Branch agencies to employ Dreamers
- GAO S&T: Provides full funding for GAO Science, Technology Assessment, and Analytics team
State-Foreign Operations
- SFOPS, Migration and Refugee Assistance: $3.845 billion for MRA, $413 million above FY2021
- SFOPS, Nagorno Karabakh Demining and UXO Clearance: $2 million is included in the Committee recommendation for demining in the Nagorno Karabakh.
- SFOPS, Assistance to Armenia: $50 million in funding for Armenia, $20 million above the enacted level and the request.
- SFOPS, International Disaster Assistance: $4.682 billion for IDA, $287 million above FY2021
- SFOPS, Inter-American Foundation (IAF): $44.5 million for the IAF, which is a $6 million increase above FY21, and includes funds to support investments to help address the crisis of Venezuelan migrants, disaster resiliency in the Caribbean, civil society and livelihoods strengthening in Haiti, and conflict recovery in Colombia.
The transformative investments in the bill will create good-paying American jobs, grow opportunities for the middle class and small businesses and provide a lifeline for working families and the vulnerable.
