The Review of Contractor Fees, HR & Other Matters was overseen by an Expert Advisory Committee composed of Brendan McGinty (Chair), Patricia King, and Liam Kelly.

Brendan McGinty

Brendan McGinty is Managing Partner of Stratis Consulting, specialist advisors on strategic employment relations. He is a leading expert in people strategy, employment relations, workplace policy, change management and dispute resolution.

He is Chairperson of the Board of Skillnet Ireland, the national business support agency dedicated to workforce development in Ireland. He is also Chairperson of the Governing Body of the National College of Ireland and is a member of the Board of the Workplace Relations Commission.

He previously worked with Ibec until 2013, as Executive Director of Industrial Relations and Human Resource Services.

Patricia King

Patricia King is former General Secretary of ICTU. She is a former Vice President of SIPTU and also served as one of two Vice Presidents of Congress.

A full time official with SIPTU for over 25 years, she was the first woman to serve as a national officer of the union when she was appointed Vice President, in May 2010. She has represented workers in all areas of the economy, in both the public and private sectors.

Patricia was a lead negotiator in both the Croke Park and Haddington Road agreements. She played a leading role in the Irish Ferries dispute (2005/6) and in subsequent negotiations that saw an overhaul of employment rights law. She currently serves on the Board of the Court Service of Ireland and is a member of Climate Change Advisory Council and the Housing Commission.

Liam Kelly

Liam Kelly was a career civil servant. He was the Director General of the Workplace Relations Commission from 2019 to 2023. Prior to that, he was its Chief Operations Officer from its establishment in 2015.

Before that, Liam was directly responsible for the drafting of significant industrial relations legislation in connection with collective bargaining rights, minimum wage and sectoral wage setting frameworks.

Over the course of his career, Liam was actively engaged in employment rights and industrial relations as Human Resource Director of an Irish State Agency and separately as both a Conciliation Officer and Advisory Officer in the Labour Relations Commission.
