Waiʻanae-based firm wins bid to construct temporary King Kamehameha III site

The U.S. Army Corps of Engineers awarded a $53.7 million base contract to Pono Aina Management to construct a temporary elementary school campus in the new Pulelehua development near Kapalua Airport. The temporary school will accommodate those students displaced from King Kamehameha III Elementary School.

Nov. 5, 2023 - 5:30 p.m.

4 Lāhainā schools closed Monday due to red flag warning, high wind advisory

Lāhainā public schools will be closed tomorrow, Monday, Nov. 6, 2023, out of an abundance of caution due to the red flag warning in effect for all leeward areas of the Hawaiian Islands. King Kamehameha Elementary, Princess Nāhi'ena'ena Elementary, Lāhainā Intermediate and Lāhaināluna High School will be closed to students and staff.

The National Weather Service issued a red flag warning for all islands through 6 p.m. Monday. A high wind advisory also is in effect for the eastern islands, with winds strengthening statewide today and gusts of up to 50 mph possible through Monday, according to the Hawai'i Emergency Management Agency.

Schools have emergency preparedness plans in place and the Department of Education will continue to work closely with state and county emergency officials to monitor the situation.

Two schools, one community: King Kamehameha III and Princess Nāhi'ena'ena Elementary reopen on shared campus

Lāhainā's two elementary schools reopened to hundreds of students today on a shared campus that faculty and staff from both schools have worked hard to make as inviting and familiar as possible for their communities impacted by the August wildfires.

The King Kamehameha III Elementary campus - which had been located along Front Street and was lost to the fires - is sharing the Princess Nāhi'ena'ena Elementary campus, utilizing a mixture of tent structures and traditional classroom spaces.

Lāhaināluna High 'comes home,' welcomes students back to campus

Lāhaināluna High School faculty and staff welcomed approximately 700 students back to their home campus today for the first time in more than two months since the Maui wildfires. Lāhaināluna had been operating as a school-within-a-school at the Kūlanihāko'i High campus in Kihei for the past month. The high school is the first of the Lāhainā campuses to physically reopen to students this week.

Health and Safety Guidance for Reopening Lāhainā Schools Fall 2023 - Update

The Department's "Air Quality Action Plan for Schools" in the reopening health and safety guidancefor Lāhainā schools has been amended as of Oct. 15, 2023, to reflect a more conservative approach in consultation with the state Department of Health. The likelihood of harmful conditions at the schools remains very low, but the guidance has been revised to be extra cautious. A summary of significant changes can be found on page 4.

The health and safety guidance was also updated to include information on evacution procedures. On Oct. 13, 2023, Gov. Green, the Department of Transportation and HIDOE announced the opening of a secondary emergency access route that will allow the Princess Nāhiʻenaʻena Elementary, Lāhainā Intermediate and Lāhaināluna High campuses to safely exit the area in the event of a mass evacuation.

The Hawai'i Department of Health and Hawai'i State Department of Education discussed the results of preliminary, unvalidated data from ash sampling showing elevated levels of toxic substances. Lāhainā schools to welcome students back to campuses in phased reopening plan

After weeks of comprehensive air, drinking water and soil quality testing at the three Lāhainā campuses affected by the Aug. 8, 2023 wildfires, the Hawaiʻi State Department of Education (HIDOE) is set to bring students back to the Princess Nāhiʻenaʻena Elementary, Lāhainā Intermediate and Lāhaināluna High campuses as part of a phased reopening plan starting Oct. 16.

Gov. Josh Green, M.D., Superintendent Keith Hayashi and state Health Department Director Dr. Kenneth Fink announced the reopening plans Tuesday at a news conference in Lāhainā. Officials emphasized that the campuses are safe for staff and students to return.

HIDOE distance learning hub opens in West Maui with over 250 K-8 students

Over 250 Lāhainā students from King Kamehameha III Elementary, Princess Nāhiʻenaʻena Elementary and Lāhainā Intermediate were in attendance today for the opening of the Hawaiʻi State Department of Education's (HIDOE) distance learning hub. The learning hub, located at Citizen Church in Kahana, provides students enrolled in distance learning with in-person opportunities for teacher support and peer socialization, as well as access to meals, social-emotional learning and other resources.

HIDOE makes 'active contact' with 94% of West Maui students' families

The Hawai'i State Department of Education (HIDOE) today launched a report on its website showing the movement of West Maui students and the status of efforts to establish contact with all families. The numbers will be updated as new information becomes available about students from King Kamehameha III Elementary, Princess Nāhi'ena'ena Elementary, Lāhainā Intermediate and Lāhaināluna High schools.

Of the 3,001 students who were pre-registered to attend one of the four Lāhainā public schools for the 2023-24 school year, the Department has made "active contact" with 94% of students as of today, Sept. 15. Active contact represents that a student enrolled in a different school, applied to a distance learning program or the student or parent/guardian had a conversation with a HIDOE employee such as a community liaison, or participated in one of HIDOE's community meetings.

This includes data from: the Department's student information system, reports from private schools and charter schools, contacts made by HIDOE community liaisons, schools, teachers, and HIDOE state office staff, and community meeting participant lists.

"We want to assure the community that we are closely tracking the progress of our West Maui students as they re-enroll in other educational opportunities - within the public school system and elsewhere - and we are actively reaching out to all other families," Superintendent Keith Hayashi said. "The Department is aware of the vast majority of students' situations and is working diligently to ensure they have access to support and educational opportunities."

Lāhaināluna High School to begin temporary operations at Kūlanihākoʻi High in Kīhei next week

Lāhaināluna High School will begin a phased start for employees and students next week at its temporary school site at the Kūlanihākoʻi High School campus in Kīhei.

Beginning Monday, Sept. 11, Lāhaināluna teachers and staff will report to Kūlanihākoʻi High to meet and plan and prepare classrooms for the arrival of students.

"We are hearing from a sizable number of our student and family populations that they do want in-person learning and to keep the Lāhaināluna school community together," Lāhaināluna Principal Richard Carosso shared at Thursday's Board of Education meeting. "Our staff will be meeting next Monday through Wednesday to prepare for the arrival of our students on September 14."

Lāhaināluna High students who want to take advantage of free school bus transportation from West Maui to the temporary campus in Kīhei are encouraged to sign up in advance at bit.ly/485vRXh. Lāhaināluna students will remain enrolled at Lāhaināluna and do not need to enroll at Kūlanihākoʻi. Bus schedules will be provided to Lāhaināluna families.

Any student who has already submitted a bus application does not need to submit a new application.

The Department will be providing security personnel at pick-up and drop-off locations and will have HIDOE staff on board the bus to support students' well-being.

HIDOE sets start dates for student transportation from West Maui to designated schools in Central and South Maui

The Hawai'i State Department of Education (HIDOE) will begin free bus service tomorrow, Sept. 7, for impacted elementary and intermediate students from Lāhainā to attend designated schools in Central and South Maui.

To participate, families from King Kamehameha III Elementary, Princess Nāhi'ena'ena Elementary and Lāhaina Intermediate must enroll their students temporarily at the designated schools - Wailuku Elementary or Kamali'i Elementary in Kīhei, and Lokelani Intermediate in Kīhei. The pick-up and drop-off schedule from centralized West Maui locations is listed below.

West Maui families still interested in enrolling at the designated schools may go to the new school to obtain and complete enrollment and bus application forms or show up at one of the bus stops to obtain and complete enrollment and bus application forms.

Starting Thursday, Sept. 14, Lāhaināluna High School will begin meeting at Kūlanihākoʻi High School in Kīhei. Students who want to take advantage of free school bus transportation from West Maui to Lāhaināluna's temporary campus in Kīhei are encouraged to sign up in advance at bit.ly/485vRXh. The Department's State Distance Learning Program is currently accepting applications at bit.ly/MauiDistanceLearning; however, due to high demand, applicants are being waitlisted and will be processed in approximately two weeks. Families may register for the State Kaiapuni (Hawaiian language immersion) Distance Learning Program at bit.ly/SKDLPMaui.

HIDOE statement regarding West Maui students who have not re-enrolled in other schools or distance learning

The Department continues to closely track students who over the past few weeks have been enrolling in other public schools, charter schools and private schools, and those who have signed up for virtual learning. Of the 3,000 students who were enrolled in the four public schools in Lahaina for the start of the new school year, 778 have re-enrolled in other public schools and 874 have enrolled in the Department's distance learning program, as of Aug. 31. Another 140 have enrolled in charter schools or private schools.

Maui-based community liaisons, who have been on the ground since the fires, have also been connecting with families in shelters, at family assistance centers, resource fairs and the like to check in with families and help support their overall and educational needs. Department staff who have been properly trained are contacting families for the remainder of students who have not yet enrolled in an option, knowing that some may have moved out of state, relocated or paused their child's education for the time being.

HIDOE Superintendent Keith Hayashi last week announced a tentative goal of welcoming students back to the three West Maui campuses after fall break in mid-October, pending campus environmental clearances. An exact date for students to return will depend on each school's phased reopening schedule.

As the Department actively pursues reopening after fall break, families have the following options:

• Families looking for an in-person learning option may temporarily enroll at designated schools in Central and South Maui, with bus transportation from and to Lāhainā to be provided by the Department, with dedicated support staff on board.
• The Department's State Distance Learning Program is currently accepting applications at bit.ly/MauiDistanceLearning. Families may register for the State Kaiapuni (Hawaiian immersion) Distance Learning Program at bit.ly/SKDLPMaui.

Staff at public schools in Lāhainā will remain on paid administrative leave Monday, Aug. 21 to Wednesday, Aug. 23, as crews clear debris and test air and water quality at Princess Nahi'ena'ena Elementary, Lahaina Intermediate and Lahainaluna High. The schools remain closed to students and staff; employees must receive express prior authorization to be present on these campuses.

Phased reopening dates with staff returning first will be determined once the campuses are confirmed as safe by county, state and federal authorities. For Kamehameha III Elementary, the Department is still exploring options for students, including welcoming students to Princess Nāhiʻenaʻena Elementary as well as the potential for a temporary satellite site in West Maui.

In the meantime, students who are living outside of Lāhainā are encouraged to enroll at other public schools near their current location so that they have access to in-person services like meals, socialization and counseling.

For families with access to stable internet connection, the Department's State Distance Learning Program is available to students. With this option, parents may select between asynchronous learning (flexible schedule for accessing lessons and assignments) or synchronous learning (real-time participation in virtual classes through video conferencing). Parents can register their child at bit.ly/MauiDistanceLearning or, for Hawaiian language immersion, at bit.ly/SKDLPMaui.

Approximately 400 displaced West Maui students have enrolled in other public schools. More than 200 students have signed up for distance learning.

Aug. 10, 2023 - 5 p.m.

West Maui public school campuses to remain closed through next week

HIDOE's four public school campuses in Lāhainā will remain shut down for an additional week, through Friday, Aug. 18.

While the Department is working to solidify next steps for what school operations will look like for West Maui, we are also trying to ensure we can account for all students, staff and families. The extended closures are also aimed at allowing students, families and staff to care for themselves and loved ones and start to reestablish their bearings during this stressful and devastating time.

Damage assessments of the Lāhainā campuses are pending safe access to the sites. A HIDOE representative was able to confirm the severe fire and structural damage to King Kamehameha III Elementary campus on Front Street in Lāhainā on Thursday. The Department is working with emergency response officials to gain access to the area as soon as safely possible to assess the scope and degree of damage to each of the Lahaina schools.

For all other Maui public schools, an update on reopening plans will be made tomorrow. Schools in Upcountry, South and Central Maui will have phased reopening plans to first bring back staff, followed by students. This will give school teams time to assess damage and capacity to welcome students back safely.

Aug. 9, 2023 - 4 p.m.

With the exception of Hāna High & Elementary, all other HIDOE public schools on Maui will be closed to students and staff through Friday, Aug. 11 due to the destructive wildfires and evacuations on the island. HIDOE's Maui District Office and Pu'unēnē School offices are also closed.

The Department is awaiting clearance to access the Lāhainā area to conduct preliminary damage assessments of public school campuses. Unofficial aerial photos show the King Kamehameha III Elementary campus - on Front Street in Lāhainā - sustained extensive fire and structural damage. The Department is working with emergency response officials to gain access to the area as soon as safely possible to assess the scope and degree of damage.

The four Lāhainā schools enrolled nearly 3,000 students based on last school year's enrollment counts and employ approximately 300 faculty and staff. Keith Hayashi, superintendent of Hawai'i public schools, has assembled an internal response team to coordinate needed resources and plan next steps.

The remaining Maui public schools that were closed today (Upcountry, South and Central Maui) will remain closed through Friday to give school teams time to assess damage and capacity to reopen. Hāna High & Elementary School in East Maui remains open.

As brush fire spreads in Kihei, 4 more Maui schools closed

HIDOE's four public schools in South Maui will also be closed Wednesday due to spreading brush fires and evacuations in the area. They are Kihei Elementary, Kamali'i Elementary, Lokelani Intermediate and Kūlanihāko'i High.

4 West Maui campuses closed due to unsafe conditions caused by heavy winds

The Hawai'i State Department of Education (HIDOE) has closed four schools in West Maui due to unsafe conditions caused by heavy winds, including flying debris, downed power poles and trees. Most of the schools were not scheduled to have students on campus today.
