FAYETTEVILLE, N.C. - The Fayetteville City Council met April 8 at 6:30 p.m. in the City Hall Council Chambers to discuss matters relevant to the city.

The meeting was called to order at 6:40 p.m. followed by the invocation given by Dr. Lottie J. McKoy representing Lottie McKoy Ministries, and the Pledge of Allegiance lead by Mayor Mitch Colvin and City Council.

There were two ANNOUNCEMENTS AND RECOGNITIONSmade during the meeting. Councilmember Deno Hondros thanked the PWC utility workers for their service in recognition of North Carolina Lineworker Appreciation Day. Fayetteville State University Chancellor Darrell Allison also delivered a presentation on Empowering Community Growth.

For the CITY MANAGER REPORT, City Manager Douglas J. Hewett stated the City Manager newsletter is published weekly and residents can sign up to receive it via the city's website.

Councilmember Lynne Greene moved to APPROVE THE AGENDA, with the exception of item 8.04, so it could be pulled for a separate vote resulting in moving it to item 9.02, and table item 9.01 to a future meeting. Councilmember D.J. Haire seconded the motion, and it was APPROVED (9-0).

The PUBLIC FORUM featured remarks from six people on various topics including concerns about the Cedar Creek Development, support regarding the Office of Community Safety, and a new park for obstacle course training.

The City Council acted on FOUR CONSENT AGENDA items during this meeting. The Consent Agenda is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting.

Councilmember Haire moved to approve the CONSENT AGENDA. This was seconded by Councilmember Derrick Thompson. This motion PASSED (9-0).

OTHER ITEMS OF BUSINESS included two items:

The Re-Appointment of Jay Wyatt to the Airport Commission. Thisitem was TABLED during the approval of the agenda to a future meeting.

Adoption of Capital Project Ordinance Amendment 2024-18 and Budget Ordinance.

Amendment 2024-11 to Appropriate Additional Funding to Fire Station 4 Relocation Project. Councilmember Thompson seconded the motion. The motion FAILED (4-5). ADMINISTRATIVE REPORTS included two items:

The establishment of a Crime Deterrent Opportunities in Partnership with Fayetteville Metropolitan Housing Authority. Councilmember Benavente moved to add this item to the May 6 work session. The motion was seconded by Councilmember Malik Davis. The motion PASSED (9-0). You can learn more about this item here.

The staff provided the Fiscal Year 2024 Financial Update to council as an administrative report. Council Member Hondros moved to add this Item to the May 6 work session.
