GENTEXT/REMARKS/1. The Commanding General, Training and Education Command (CG TECOM) serves as the Sponsor for the Marine Corps Combat Marksmanship Program (MCCMP). Commanding General, Training Command (CG TRNGCMD) staffs and distributes products developed by MCCMP Proponent. The Commanding Officer, Weapons Training Battalion (CO WTBn) Quantico, serves as the Marksmanship Proponent. The Director of the Marksmanship Programs Management Section (MPMS), WTBn Quantico, serves as the office of primary responsibility (OPR) for items in section 4. MPMS is accountable for overseeing the MCCMP, including maintaining the MCCMP order and developing, maintaining, and updating all master lesson files and other supporting documentation for conducting marksmanship training throughout the Marine Corps. MPMS has direct liaison authority with other commands where necessary and appropriate to accomplish these efforts.
2. WTBn Quantico hosted the FY24 Combat Marksmanship Symposium (CMS) from 23-27 October 2023. The CMS offers a forum where authorized decision-makers representing the total force meet to identify and discuss issues and provide recommended solutions to improve combat marksmanship. The CMS provides a single point to consolidate combat marksmanship issues and gives senior leadership an accurate picture of the service's current marksmanship state.
3. For FY24, the following working groups (WG) convened: WG1 Infantry Marksmanship; WG2 Range and Facilities; WG3 Institutional Marksmanship Programs; WG4 Competition in Arms Program; and WG5 Simulations and Distance Learning.
4. The Executive Steering Committee (ESC) brought forward the following items that the Sponsor approved:
4.a. CG TECOM approved a Marksmanship Campaign Plan (MCP) to focus and formalize the modernization of marksmanship training through deliberate design, iteration, testing, and validation. FY24 testing and evaluation priorities under the MCP are: improving the training continuum from entry-level to the operating forces; and improving the training blocks for the Combat Pistol Program to increase pistol lethality and qualifications.
4.a.1. In support of the MCP, WTBn Quantico shall collaborate with the Range Training Program Division and other TECOM entities to determine the full funding cost and decision timelines for marksmanship advancements no later than the 2nd Quarter of FY24.
4.a.2. WTBn Quantico shall coordinate with the Office of Naval Research/Naval Health Research Center, WFTBn Parris Island, School of Infantry-East (SOI-E), School of Infantry-West (SOI-W), WTBn MCI-East Stone Bay, and The Basic School (TBS) to evaluate the training continuum advancements between entry-level to the operating forces. MPMS shall coordinate virtual symposiums and site visits via separate correspondence for data collection and training support necessary to evaluate the proofs of concept. The end state is to collect data no later than the 3rd Quarter of FY24, enabling further discussion and decisions at the FY25 CMS.
4.a.3. No later than the 2nd quarter of FY24, WTBn Quantico, in collaboration with the Formal Marksmanship Training Units (FMTUs) across the Marine Corps, will develop modifications to the CPP training blocks for evaluation during the 3rd quarter of FY24. The end state is to brief the proof of concept results at the FY25 CMS for further decisions.
4.b. CG TECOM approved changes to reference (a). The following updates are effective immediately and will be published in MCO 3574.2N. Marines must fire an expert classification to accept their Annual Rifle Qualification (ARQ) pre-qualification score. Before this change, Marines could use their pre-qualification score regardless of the classification they fired. Additionally, recruits and student officers can use a magazine-supported prone position in Table 1. Previously, they could only use the magazine-supported prone position for the zeroing portion of Table 1.
4.c. CG TRNGCMD approved using the Rifle Marksmanship Assessment (RMA) instead of Tables 3 through 6 at Marine Combat Training (MCT) Battalion, SOI-E and SOI-W, and TBS. The enhanced training aims to better prepare non-infantry Marines for the ARQ and combat.
5. The CMS met its intent to gain a clear picture of the current state of Marine Corps marksmanship and the steps needed to improve the program. WTBn Quantico shall draft a calling message for release in April 2024 to announce the dates and solicit topics for the next iteration of the CMS.
