On May 24, the State-owned Assets Supervision and Administration Commission (SASAC) held a meeting to mobilize central state-owned enterprises (central SOEs) to accelerate the development of strategic emerging industries. Zhang Yuzhuo, Party Committee Secretary and Director of SASAC, and Head of the Special Work Leading Group for Accelerating the Development of Strategic Emerging Industries in Central SOEs, attended the meeting and delivered a speech. Zhao Shitang, Deputy Director and Party Committee Member of SASAC, and Deputy Head of the Special Work Leading Group for Accelerating the Development of Strategic Emerging Industries in Central SOEs, presided over the meeting and introduced the relevant work. Weng Zuliang, Party Group Secretary and Chairman of China Minmetals, attended the meeting via a video link.

It was pointed out at the meeting that strategic emerging industries represented trends of a new round of technological revolution and industrial transformation, and also key areas for China to foster new growth drivers and gain new advantages in future competitions. Deepening understanding and focusing efforts on accelerating the layout and development of strategic emerging industries is an important initiative for central SOEs to actively implement national strategies, achieve high-quality development and serve the construction of a new development pattern. We should firmly grasp the trends of technological revolution and industrial transformation, and pave a new path for central SOEs to accelerate the adjustment of industrial layout & structure and transform their development modes.

It was emphasized at the meeting that, in order to accelerate the development of strategic emerging industries, central SOEs should continuously make new substantive breakthroughs in optimizing their industrial layout, timely grasp the new business modes & models in industrial evolution and development, create world-class products, services and brands, and accelerate the cultivation of "Specialized and Innovative Enterprises" and "Single Champion Enterprises". Besides, they should continuously invent key and core technologies, and strengthen the dominant position of enterprises in innovation. They also should build a scientific and technological innovation system oriented at practical effects, and promote the optimization, improvement and iterative updating of innovative achievements. Moreover, they should continuously build a better industrial ecosystem, foster a sound industrial ecosystem featuring openness and cooperation, and create a number of world-class strategic emerging industry clusters. In addition, they should continuously improve the systems and mechanisms that arouse the enthusiasm of talents for innovation, and further stimulate the vitality of enterprise innovation.

It was highlighted to actively study and introduce a package of policies to support the development of strategic emerging industries in central SOEs, and create a favorable environment for industrial development. To be specific, central SOEs should strengthen leadership and clearly define responsibilities. Their key leaders should make plans and arrangements in person; while their leaders should fulfill their respective duties and responsibilities. Their leaders should also develop detailed plans, assign tasks, strengthen the capacity allocation and resource guarantee, and enhance supervision, inspection and guidance to ensure that the plans can implemented, evaluated and assessed. All these are to promote the rapid development of strategic emerging industries.
