Management / General

(NEW) SETTLEMENT REACHED WITH ATTORNEY GENERAL ON THE CITY'S HOUSING ELEMENT

The City reached a settlement with the California Attorney General, Governor Newsom, and the California Department of Housing and Community Development (HCD) that will enable Malibu to reach compliance with the state's Housing Element Law. With technical support from the state, the City will adopt a housing plan by September 23, 2024, to allow for the development of 79 housing units, 47 of which must be affordable to low- and very low-income households. The agreement is related to California's sixth "housing element update cycle" for the 2021-2029 time period.

Under the state's Housing Element Law, every city and county in California must periodically update its housing plan to meet its Regional Housing Needs Allocation (RHNA), or share of the regional and statewide housing needs. Malibu was required to update its housing plan by October 15, 2021 to reach its 79-unit RHNA goal. The City's Housing Element Update submitted in 2022 was not found to substantially comply. The City and State worked together to chart a course to enable the City to meet the Housing Element requirements. For details, see the press release.

(NEW) PROPOSED 2024-2025 BUDGET PRESENTED TO CITY COUNCIL

The City's Fiscal Year 2024-25 Proposed Budget was presented to the City Council on April 24. The Budget is the City's annual spending plan and policy document. It is a point-in-time projection for the upcoming year, which must be approved by the City Council. The City Manager is proposing a balanced Budget that funds the Council's visions to meet the priorities, needs and desires of the community. One of the many priorities is ensuring public safety, thus it has the most funding, and this year will include the new contract with the CHP to help make PCH safer. The Proposed Budget also funds many large capital improvement projects, staff recruitment and retention efforts, improvements to customer service, school district separation, Woolsey Fire rebuild. It also funds the regular programs and services that the community needs, from sports and recreation, to planning and development services, to environmental sustainability and much more. (NEW) MALIBU STATE OF THE CITY, MAY 10

On Friday, May 10, Mayor Steve Uhring will deliver the State of the City address, reflecting on the City's highlights, challenges, and achievements from the past year and looking toward the year ahead. The event, hosted by the Malibu - Pacific Palisades Chamber of Commerce, will take place at the new Santa Monica College (SMC) Malibu Campus at 10:00 AM. Los Angeles County Board of Supervisors Chair Lindsey P. Horvath will give an update on County issues impacting Malibu. Malibu-Lost Hills Sheriff's Station Commanding Officer Captain Jennifer Seetoo will discuss crime and safety. Malibu's School Board representative on the Santa Monica-Malibu Unified School District will discuss school district issues. Chamber Board Chair Ian Roven will give an update on local economic conditions and the Chamber's initiatives to bolster Malibu businesses. (NEW) SCHOOL DISTRICT SEPARATION WORKSHOP ON REVENUE SHARING AGREEMENT, MAY 15

All community members are invited to attend the School District Separation Revenue Sharing Agreement Workshop, Wednesday, May 15, 6:00 PM - 8:00 PM at Malibu City Hall (located at 23825 Stuart Ranch Road). Join the City's Work Session to understand the revenue sharing agreement that is part of City's effort to separate from SMMUSD and form an independent Malibu Unified School District. In-person and remote participation. Spanish-English translation will be offered. (NEW) CITY HOSTS REGIONAL MEETING ON HOMELESSNESS

The City hosted a Las Virgenes Malibu Council of Governments (LVMCOG) Governing Board meeting with Los Angeles County Board of Supervisors Chair Lindsey Horvath to discuss homelessness on April 22 at City Hall. Elected officials and City staff from the LVMCOG member cities, including Malibu, Westlake Village, Agoura Hills, Calabasas and Hidden Hills, briefed Supervisor Horvath on the current status of homelessness within the LVMCOG area, what tactics and programs are working, and what challenges they are still facing. Supervisor Horvath made a list of action items to assist the LVCOG cities and provided information about how the homeless services system works in Los Angeles County, what improvements and new programs are in the works, and upcoming legislation. CITY EFFORTS TO IMPROVE PCH SAFETY

The City of Malibu is committed to doing everything possible to improve safety on our 21 miles of Pacific Coast Highway (PCH), which has long been a top priority for the community. See the past and current measures to improve PCH safety on the dedicated webpage.

(NEW) SHERIFF'S UPDATE ON CRIME AND TRAFFIC SAFETY

Sgt. Chris Soderlund, Malibu's liaison to the Malibu-Lost Hills Sheriff's Station, gave an update to the City Council on crime and traffic safety on April 22. On April 19, 3:00 AM, a 29 year-old driver was clocked going 117 MPH on PCH near Carbon Canyon Road, stopped, and arrested by Deputies for reckless driving and DUI, and his car was impounded for 30 days. On April 19, Deputies conducted a traffic enforcement DUI saturation action in Malibu, with five additional deputies patrolling the area 6:00 PM - 2:00 AM. They issued 41 citations, 29 of which were for speeding, and arrested two motorists for reckless driving. Year-to-date, 16 people have been arrested in Malibu for reckless driving and/or racing; 24 have been arrested for DUI. Watch video of the update.

"SAFE ON PCH," WEEK-LONG SAFE DRIVING SERIES AT MALIBU HIGH SCHOOL, APRIL 29 - MAY 3

Lindsey P. Horvath, Chair of the Los Angeles County Board of Supervisors, is partnering with California Highway Patrol (CHP), the City of Malibu, Malibu High School, PTSA Malibu, Santa Monica-Malibu Unified School District (SMMUSD), and the Malibu-Lost Hills Station to host "Safe on PCH." This fun and informative weeklong program aims to foster a culture among youth, and community members of all ages, of collective responsibility and empowerment for road safety, which will help make PCH safer for all.

MONDAY, APRIL 29, 12:00 PM: LUNCHTIME FAIR

TUESDAY, APRIL 30, 9:00 AM: SHERIFF IMPACT PRESENTATION
The Sheriff's Department will host the IMPACT Teen Drivers' parent program called Under Your Influence (UYI), which educates parents and teens with evidence-based strategies to help keep teens, their families, and everyone they share the road with safe. This is a special presentation for parents taking place from 9:00 AM to 10:30 AM at Malibu High School's Parent Center.

WEDNESDAY, MAY 1, 6:30 PM: "21 MILES FILM" SCREENING
Malibu High School will be hosting a screening of "21 Miles," the powerful film by Michel Shane, whose daughter was tragically killed while walking on PCH in 2010. Following the screening there will be a panel discussion moderated by Chair Horvath to educate students and parents about the dangers of PCH and offer tips to help teenagers become safer drivers on PCH. The panelists include Captain Jennifer Seetoo, Commanding Officer of the Malibu-Lost Hills Sheriff's Station; Captain Dennis Ford, CHP; Robert D. Cohen; Bridget Thompson; and Michel Shane. THURSDAY, MAY 2: SCHOOL ASSEMBLIES
Two assemblies will be coordinated by Malibu High School and the CHP, one targeting 6-8th graders (30 minutes) and one for 9th -12th graders (45 minutes). The assemblies will include the Impact Teen Drivers' high school program, "What Do You Consider Lethal," (WDYCL) which engages, educates, and empowers students with evidence-based strategies to help prevent car crashes, with a emphasis on reckless and distracted driving.

FRIDAY, MAY 3: NEWSLETTER
Malibu High School will be holding student classroom breakout sessions focused on the causes and effects of distracted driving. There will be a classroom presentation followed by a group activity.

Public Safety

(NEW) HOMELESS ENCAMPMENT REMOVED FROM PUERCO CANYON

On April 17, City staff, in partnership with the Mountains Recreation & Conservation Authority (MRCA) and the LA County Sheriff's Department, conducted a homeless encampment clean-up on a hillside adjacent to Puerco Canyon Road. The area was cleared of all wooden structures, cement bags, equipment, and remaining debris. Leading up to the action, homeless outreach services were offered to the people residing on site. City staff continues to work with all state, county, and community partners to identify and remove homeless encampments to protect public safety and health and the environment, while offering outreach and services, in a proactive, and service-oriented manner. SIGN UP FOR CERT TRAINING STARTING APRIL 18

Space is still available for the City's next round of the highly popular Community Emergency Response Team (CERT) training. This certification course is offered as part of the City's ongoing efforts toward community-wide preparedness. The series of seven classes will be held on Thursday evenings from 6:00 PM - 9:00 PM, April 18 through May 30, at Malibu City Hall. The free program is offered across the country to empower community members to help themselves and their neighbors during disasters. Through hands-on training, participants learn the most up-to-date information on basic disaster preparedness, including the use of a fire extinguisher, disaster medical care, first aid, search and rescue, disaster psychology, and neighborhood team building. SIGN UP NOW FOR FREE FIRE EXTINGUISHER TRANINGS, MAY 15

The City will offer two free fire extinguisher trainings for community members as part of the City's efforts toward community-wide emergency preparedness, Wednesday, May 15, 2:00 PM and 6:00 PM at City Hall. Knowing how to confidently and safely operate a fire extinguisher can save your home or business, and even save lives! The one-hour trainings will be taught by the City's Fire Safety Liaisons. A classroom session will cover fire extinguisher mechanics, decision making on when to use a fire extinguisher, and safety considerations. FIRE SAFETY LIAISONS READY TO HELP MALIBU NEIGHBORHOODS BECOME FIREWISE COMMUNITIES

Neighborhoods in Malibu can get assistance from the City's Fire Safety Liaisons to become certified as Firewise Communities by CAL FIRE and the National Fire Protection Association (NFPA). They recently helped Malibu West become recognized as a "Good Standing" Firewise Community and are currently working with Rambla Pacifico and Malibu Canyon Villas to help them get Firewise recognition. The City is striving to get as many neighborhoods recognized as Firewise Communities as possible in order to make them, and the entire community, more resistant and resilient to wildfires, help reduce insurance rates, and be able to secure grants through the Fire Safe Council. APPLICATIONS ARE ONCE AGAIN BEING ACCEPTED FOR FREE HAZARD TREE REMOVAL PROGRAM

PROGRAM APPLIES TO DEAD TREES ONLY. OPEN TO MALIBU CITY RESIDENTS ONLY. The City is once again accepting applications for the free Hazard Tree Removal Program. The City secured an additional $326,000 in grant funding to extend the popular program. This is the third round since the program started in 2021. The program is one of the concrete steps that the City is taking to improve wildfire safety across the community in Malibu. It empowers residents to make their homes and properties less vulnerable to wildfire, which in turn protects entire neighborhoods by reducing the fuel that fires need to spread. The City's Fire Safety Liaisons and a licensed arborist will come to your home and determine if the trees meet the program's criteria for removal. CITY ISSUES COMMENT LETTER ON Topanga Lagoon Restoration Draft EIR

The City submitted a comment letter on the Topanga Lagoon Restoration Project Draft Environmental Impact Report (DEIR). California State Parks, CalTrans, the LA County Department of Beaches and Harbors, and the Resource Conservation District of the Santa Monica Mountains are working to restore the Topanga Lagoon ecosystem, one of the last coastal wetlands in Southern California. Once a Final EIR is issued and the project is finalized, the City and the public will be able to submit comments during the EIR public hearing process. CITY ASSISTANCE FOR HOMEOWNERS WITH WINTER STORM DAMAGE

The Planning Department is currently accepting Emergency Coastal Development Permit applications for temporary work to protect property as a result of recent storms. The Planning Department has created a team to expedite these applications and is working closely with the Environmental and Sustainability Department. To apply, use the online form. The City is proud to announce that the Environmental Sustainability Department/Building Safety was presented with the California Building Officials (CALBO) Building Department of the Year Award. CALBO is a State organization of city and county building departments and industry representatives, with over 500 California member cities and counties. This award recognizes the outstanding leadership demonstrated by a jurisdiction. To win this award a department must meet strict criteria showing dedication to building safety through effective long-term disaster response, environmental sustainability, and progressive technological practices. The Environmental Sustainability Department / Building Safety has made significant strides in those areas, promoting building safety, innovation, and community engagement. They have shown remarkable adaptability and have been at the forefront providing essential services and care to the Malibu community.

EXTERIOR ELEVATED ELEMENTS (E3) PROGRAM TOWN HALL MEETING, may 16

The City will be holding a Town Hall Meeting about the new Exterior Elevated Elements (E3) Program Thursday, May 16, 12:00 PM at City Hall. The City Council adopted the E3 ordinance to safeguard the public and to provide guidance for owners and project applicants about the requirements and inspections. E3s (balconies, exterior walkways, decks, exterior stairways and landings) on buildings in the City with three or more dwelling units must be inspected by a California-licensed architect, civil or structural engineer. These inspections will identify signs of deterioration and determine if there is a risk of collapse. The compliance deadline is January 1, 2025. SLOPE FAILURE/COASTAL EROSION TRACKING

In response to the substantial winter rains that caused numerous slope failures and coastal erosion in the City, the Environmental Sustainability Department and the Geotechnical Team are closely monitoring these hazardous sites and are ready to expedite temporary measures to protect structures and public safety. Additionally, to further assist property owners, staff developed the Emergency Slope Best Management Practices Checklist. During the rainy season, properties with slope failure conditions must submit temporary erosion control plans and geotechnical recommendations for review. Staff continues to conduct outreach to property owners and building professionals on how to prevent and respond to winter storm erosion. For more information, visit the webpage.

The Summer Recreation Guide and City Newsletter is now available online and will be mailed to Malibu homes during the week of May 1. PUBLIC WORKS

(NEW) UPDATED WASTEWATER AND RECYCLED WATER RATES APPROVED BY CITY COUNCIL

The Malibu City Council approved updated wastewater and recycled water rates for the Civic Center Water Treatment Facility (Phase One) on April 22. During the hearing, wastewater and recycled water rates were established for Fiscal Years 2024-25, 2025-26, 2026-27 and 2027-28. The rate increases will be effective for services provided on or after July 1, 2024. For more information, visit the CCWTF Rates webpage.

(NEW) UPDATES ON LANE AND ROAD CLOSURES ON PCH AND TOPANGA CANYON

The City is in constant communication with Caltrans as their engineers continue to assess the safety and stability of the slopes and roadway at the landslide sites in Topanga Canyon and on PCH.

Lane closures on PCH for the City's Traffic Signal Synchronization Project are necessary to complete the City's most significant project to date to improve safety and mobility on PCH, a top priority of the community. The signal project work cannot be done at night safely and without incurring major project cost overruns and delays. Completion is expected in late 2024.

The City understands the inconvenience and frustration caused by the traffic congestion. The closures are necessary for the safety of motorists and workers. We will continue to post any significant changes on social media and other platforms. If no updates are posted, it is because nothing has changed.

CALTRANS PROJECTS

CALTRANS - TOPANGA CYN
Topanga Canyon closed in both directions at least until this fall due to the large, active landslide. Please note that Topanga Canyon is outside City of Malibu, and Caltrans has jurisdiction over Topanga Canyon. The City shares this and other updates as a courtesy to Malibu residents and commuters impacted by the Topanga closures. For questions and comments, please contact Caltrans at [email protected].

CALTRANS - TUNA CANYON
Caltrans has installed a temporary traffic signal at the PCH/Tuna Canyon intersection to assist with left turns onto PCH, as Tuna Canyon is one of the only routes through/out of Topanga Canyon.

CALTRANS - PCH AT BIG ROCK
One lane of northbound PCH remains closed near Big Rock Dr due to an active landslide. Over the past few weeks, the majority of large rocks have descended.

CALTRANS - PCH AT CORRAL CYN / LATIGO CANYON
Both northbound lanes of PCH are now open at the site of the landslide north of Corral Canyon. Rock fencing has been installed on top of the K-rail.

CALTRANS - SOLSTICE CREEK BRIDGE REPLACEMENT WORK
One lane of northbound PCH is diverted into the center media just before Corral Canyon for a project to repair or replace culverts along PCH to restore endangered fish habitat, and to replace the Solstice Creek Bridge. Watch for active construction with workers and work vehicles, and a 30 MPH speed limit.

CITY OF MALIBU PROJECTS

MALIBU PCH SIGNAL SYNCHRONIZATION PROJECT
Crews are currently working between Big Rock and just north of Las Flores with one north lane closed, needed as three separate crews are working on site (utility investigation/boring operations/fiber installation). Unfortunately, crews are unable to implement the alternate traffic control (shifting the lanes to the center to keep two lanes open) due to safety reasons, existing infrastructure, and specific locations of ongoing work.

PCH MEDIAN PROJECT
Construction is expected to begin in April on PCH from John Tyler Dr to Puerco Canyon on the City's PCH Median Improvement Project, which will contribute to PCH safety. Estimated completion June 2024.
