Bulgartransgaz EAD Announced a Public Procurement for Gas Transmission Infrastructure to Supply Consumers in the Maritsa East Basin

Bulgartransgaz EAD launched a public procurement under the Public Procurement Act for "Spatial Planning and Preparation of an Investment Design - Technical Design Phase for the Site Gas Transmission Infrastructure to Supply Consumers in the Maritsa East Basin". The open procedure is being held in connection with the decision of the National Assembly of 14 March 2024 for the implementation of a project included in the Updated Roadmap for Climate Neutrality of the Republic of Bulgaria, adopted by Decision No. 59 of 26 January 2024 of the Council of Ministers.

In 2022, 2023 and 2024, in the context of the future development of the Maritsa Coal Basin, Bulgartransgaz EAD received applications for investment interest for future natural gas supply to existing and planned capacities in the region. Specific applications have been received for connection to the gas transmission network of Bulgartransgaz EAD with a total declared interest for transmission capacity of approximately 110,000 MWh/day. This determines the need to provide new high pressure gas transmission infrastructure to transport natural gas to the region.

Thus, conditions will be created for modernization of the combustion installations of thermal power plants and other energy users, for introducing lower-emission fuels in the energy mix, and a significant reduction of greenhouse gas emissions from combustion processes. The implementation of the project will contribute to meeting the decarbonisation objectives of the energy sector, the transition to new low carbon technologies and increasing the energy security, namely the development of gas transmission infrastructure in the Maritsa East Basin.

The project will lead to a flexible and efficient operation of the plants following their modernisation. This in turn will have a positive social impact as it will allow jobs to be hold down in the region.

The project developed by the gas transmission operator includes the construction of new high pressure gas pipelines with an approximate total length of about 73 km with a diameter of DN 700 and DN 500 and their auxiliary technological facilities.

The estimated value of the public procurement amounts to BGN 1,306,200.00 (one million three hundred and six thousand and two hundred) VAT excluded.

The most economically advantageous offer will be determined based on the selected best value for money awarding criterion according to indicators, including the organisation for implementation of the activities provided for by the participants and the proposed price.

The financing of the activities from the scope of the procurement will be in accordance with the decisions under items 2 and 3 of the Decision on taking action in relation to the Updated Roadmap for Climate Neutrality of the Republic of Bulgaria, adopted on 14 March 2024 by the National Assembly of the Republic of Bulgaria, adopted by Decision No. 59 of 26 January 2024 of the Council of Ministers.
