The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2024 Census of Population and Community-Based Monitoring System (POPCEN-CBMS) Barangay Profile Questionnaire (BPQ) Data Collection and the Listing of Service Facilities and Government Projects (SFGP).

This statistical activity is a simultaneous conduct of POPCEN and CBMS to ensure a cost-efficient strategy and primarily designed to update the population and social registry of the country.

The 2024 POPCEN-CBMS BPQ Data Collection and the Listing of SFGP specifically aims to:
a. Collect information necessary for the updating of rural and urban classifications of barangays
b. Collect information on the characteristics of barangays such as the types of facilities and establishments present in the barangay
c. Gather an initial list of service facilities and government projects from barangays and cities/municipalities which will serve as reference
in the actual geotagging operations
d. Have an estimated number of facilities and government projects to be geotagged in the 2024 POPCEN-CBMS rollout

The major data items to be collected from this census are the following:
a. Reported Land Uses in the Barangays
b. Presence of Barangay-Based Institutions, by Type of Committee
c. Sources of Electricity in the Barangay Hall
d. Number of Available Waste Collection Equipment by Type
e. Garbage Collection by Type of Collector and Waste Classification
f. Frequency of Garbage Collection per Month by Waste Classification
g. Coverage of Garbage Collection System
h. Availability of Cellphone Network Signal
i. Coverage of Cellphone Network Signal in the Barangay
j. Coverage of Free-WiFi Service in the Barangay
k. Internet Connection in the Barangay, by Type
l. Presence of Website and Social Media Accounts of the Barangays
m. Availability of Disaster Risk Reduction and Management Plans
n. Presence of Disaster Risk Reduction and Management Response Teams and Hotlines
o. Availability of Evacuation and Hazard Maps by Type of Disaster
p. Conduct of Training/Seminar/s on Disaster Risk Reduction and Management in the Barangays
q. Disaster Supplies/Equipment in the Barangay
r. Presence of Local Early Warning System and Disaster Contingency Plan by Type of Disaster
s. Occurrence of Climate-Related and Geologic Events by Type of Event
t. Occurrence of Economic Events by Type of Event
u. Occurrence of Health and Agriculture-Related Events, by Type of Event
v. Occurrence of Peace and Order Events, by Type of Event
w. Agriculture and Fishery Extension Services Offered in the Barangay, by Type
x. Food Security-Related Programs Implemented in the Barangays, by Type
y. Presence of Communal Vegetable Gardens in the Barangays
z. Presence of Palay and Corn Farms in the Barangays
aa. List of Puroks and Sitios

This statistical activity will utilize a total budget amounting to PhP 11.7 million to cover 42,001 barangays, 149 cities, and 1,485 municipalities nationwide. The data collection activities will be conducted from 06 May to 05 June 2024 and the result of the survey is scheduled to be released in December 2024 to January 2025.

The 2024 POPCEN-CBMS BPQ Data Collection and the Listing of SFGP was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
a. Ensure sound design for data collection
b. Minimize the burden placed upon respondents
c. Effect economy in statistical data collection
d. Eliminate unnecessary duplication of statistical data collection efforts
e. Achieve better coordination of government statistical activities
