PaCEr spotlight: Philip Shands

BATTLE CREEK, Mich. -

Philip Shands is a current member of Pathways to Career Excellence Program Group 46, which began in 2023. For his second year in the PaCE Program, he will be placed at the Defense Logistics Agency Disposition Services site at San Joaquin, California, as a property disposal specialist with environmental duties.

Why did you first apply to PaCE? Was it your first position with DLA?

I applied to the PaCE program with the aim of enhancing my capabilities to better serve both the warfighter and the agency. My relentless drive to continually challenge and develop myself in this regard propels me forward.

What was your position before coming to PaCE?

My position previously was as a blocker and bracer for DLA Distribution. I loved it, as it allowed me to indulge in my passion for hands-on work and constructing things.

What have been your favorite parts of the program?

The highlight of the program for me has been collaborating with my fellow PaCErs. I'm genuinely impressed by the camaraderie within our group, as I firmly believe that teamwork is the cornerstone of our success.

Do you have a favorite memory from your time in the program?

One of my fondest memories thus far was the opportunity to shadow an environmentalist in the field. I consider it an invaluable experience, particularly as I approach my second year. Witnessing firsthand the environmentalist's adept display of organizational, interpersonal, and technical skills has provided me with valuable insights that I believe will greatly benefit me in the future.

If there was one thing that could've been different for you in the PaCE program, what would it be?

Looking back, if there's one thing I would change, it would be to conduct more thorough research on the PCS process before being in route. The experience proved to be a bit hectic, and better preparation could have alleviated some of the stress involved.

What would you say is the most important quality to succeed in the PaCE program?

The most crucial attribute for thriving in the PaCE program is undoubtedly time management. Given the myriad responsibilities involved, prioritizing tasks, remaining flexible, and ensuring completion within designated timelines are paramount for success.

In your own words, how would you describe PaCE, and what can you gain from it?

In my view, the PaCE program is an exceptional opportunity that offers a multifaceted approach to career and personal development. It's unique in that it can cater to multiple aspirations, whether professional advancement or personal growth. The program holds immense potential to provide participants with a wide array of benefits, tailored to individual needs and ambitions.

What background do you have? Do you have a lot of DLA experience, or were a recent grad, or did you come from another field?

Prior to joining DLA, I proudly served five years as an active-duty Marine, specializing as an aviation electronics technician on the Huey and Cobra helicopter platforms. With a total of nine years dedicated to serving the warfighter, I transitioned into my role at DLA with a wealth of experience and a steadfast commitment to supporting our nation's defense.

Where are you assigned to next year? Where was it on your list (was it your top choice)?

Next year, I'll be assigned back to DLA San Joaquin, which is where I previously held a position with DLA Distribution. It was my top choice, because it's close to my hometown of Lodi, California, where I was born and raised.

What are your plans for your future in the agency? Do you hope to have a specific pathway/career field? Or a certain GS level?

I firmly believe in selfless service, which drives me to consistently strive for excellence in all that I do to uphold my commitment to serving the warfighter. My aspiration to reach a supervisory role is not driven by personal gain, but rather by a desire to enhance the well-being of my subordinates and to streamline workflow. I find great satisfaction in optimizing processes and making operations run more efficiently.

Editorial Note: The Pathways to Career Excellence Program for DLA Disposition Services is a two-year program that takes PaCErs through all of Disposition Services and its processes to learn as much as possible about the directorate. The first year takes place at DLA Disposition Services Headquarters in Battle Creek, Michigan, and the second year either takes place in Battle Creek for Contracting PaCErs or at an assigned field site for Property Disposal PaCErs. PaCErs begin as general schedule 7s, move to GS-9s at the end of their first year, and graduate the program as GS-11s. There are multiple pathways to becoming a PaCEr, including being hired internally, as a recent graduate, or from military service.
