House OKs bill allowing representation of non-academic, non-teaching personnel in boards of SUCs

WITH an overwhelming 266 votes, the House of Representatives approved on third and final reading Wednesday a bill mandating the inclusion and representation of non-academic and non-teaching personnel in the governing boards of all state universities and colleges (SUCs) amending for the purpose Republic Act (RA) No. 8292, or the Higher Education Modernization Act
of 1997.

"Section 1 of House Bill No. 8349 amends Section 3 of RA 8292 to
include the president of the federation of non-academic and
non-teaching personnel associations for multi-campus universities or
the association of non-academic and non-teaching personnel for a
university or college with a single campus, to be a member of the
governing body of SUCs," Speaker Ferdinand Martin G. Romualdez, the
leader of the 312-man House of Representatives, explained.

"This ensures the representation of non-academic and non-teaching
personnel in the governing board of SUCs so that their rights, needs,
and welfare are protected. Our SUCs are not only composed of academic
and teaching personnel so it is just fair that their non-academic and
non-teaching employees will have a say in decision-making and matters
that will affect them," Romualdez added.

House Bill (HB) No. 8349, which the chamber approved on third and
final reading on Monday, also provides that the presidents of the
faculty, non-academic and non-teaching personnel, associations, and
the student regents or trustees shall sit in the board until the
expiration of their term of office in such capacities.
