The message of President of the Artsakh Republic Araik Harutyunyan, addressing the existing external and internal challenges

Dear compatriots,
For the past 163 days, the people of Artsakh have been facing an increasingly severe and unjust blockade imposed by Azerbaijan. There are constantly changing events around us, which directly or indirectly affect the region and, in particular, the Republic of Artsakh and our people.
Despite the created situation and escalating daily challenges, the people of Artsakh are resolutely fighting for their collective rights and freedoms on their native soil, carrying on the sacred legacy left by their ancestors.
In addition to the risks and other external factors caused by the blockade, there is also a worsening of issues and political instability within Artsakh. Meanwhile, significant developments are unfolding in the broader region and in the process of regulating the interstate relations between Armenia and Azerbaijan, which greatly deepen the challenges and existential threats faced by Artsakh. These momentous developments have compelled me to address the citizens of Artsakh and the entire Armenian population through this message.
Several factors in foreign political and security realms currently have a direct impact on the present and future of the people of Artsakh. I would like to highlight the following:
• The blockade of Artsakh, lasting for over five months, with escalating humanitarian, political, and security challenges and threats.
• The deteriorating humanitarian situation and increasing risks resulting from the ongoing breakdown of vital infrastructure in Artsakh.
• The persistent escalation of the risk of a new military aggression by Azerbaijan against Artsakh, coupled with their evident ambitions for ethnic cleansing.
• The severe violation of Russian guarantees regarding the security of the people of Artsakh, as outlined in the tripartite declaration of November 9, 2020.
• The heightened geopolitical tension in the region and Azerbaijan's aggressiveness, further fueled by the Russian-Ukrainian conflict.
• The ongoing weakening of the international legal system and the failure of the international community to ensure the security and fundamental rights of the people of Artsakh, as well as the implementation of decisions made by international courts.
• The continuous weakening of Armenia's position in the process of regulating Armenia-Azerbaijan relations, along with efforts to recognize Artsakh as part of Azerbaijan.
Considering the above and other important factors, I apply:
• To my compatriots of Artsakh, I urge you not to be discouraged and to remain prepared to continue the struggle. Let us set aside our internal differences and resolutely work towards the same goal of strengthening and developing Artsakh. I am pleased to witness a complete unity of approach on this matter in Artsakh. In this regard, I welcome the recent statement of the National Assembly of the Republic of Artsakh regarding the remarks made by RA Prime Minister Nikol Pashinyan. However, it is crucial to emphasize that any statement or document that disregards the sovereignty of the Republic of Artsakh, the right of self-determination of our people, and the realization of these principles is unacceptable to us. Artsakh has never been and will never be a part of Azerbaijan, as it reflects the will of our people, who possess the determination to fight for their rights and interests. I am confident that the fighter is not alone, and that Armenia as a whole will continue to support our struggle, along with valuable supporters in the international arena. Yes, the situation is difficult, but not hopeless, and Artsakh authorities are taking and will take possible practical steps to face external and internal challenges.
• To the people of the Republic of Armenia, I urge you to actively and decisively demonstrate that Artsakh cannot be recognized as part of Azerbaijan. Stand firm and resolute in your support for this crucial part of the united Armenian homeland. After all, Artsakh is the homeland of all Armenians, playing a unique role in both Armenian statehood and the Armenian nation. The people of Armenia, as the rightful owners of the Republic of Armenia, must have the authority to determine such nationwide and crucial matters.
• To our compatriots in the diaspora, I urge you to cast off any feelings of disappointment, powerlessness, and indifference. Demand concrete actions from the governments of your countries of citizenship as well as the Republic of Armenia to secure the right to self-determination and the security of Artsakh. We anticipate that every individual and organization in the Armenian diaspora will take all necessary measures to support Artsakh and curb the criminal activities of Azerbaijan. The diaspora possesses immense untapped potential, which can lead to significant achievements in matters crucial to our homeland.
• To the authorities of the Republic of Armenia, I urge you to refrain from any actions or statements that recognize Artsakh as a part of Azerbaijan. It is crucial to uphold the obligations outlined in domestic and international documents, as well as the national wishes and interests. While we are cognizant of the vulnerable situation faced by the Republic of Armenia in the post-war period, we have shown understanding and endured numerous hardships in order to counter attempts at imposing concessions by suppressing us. However, there are definitive principles and red lines that we consider unacceptable and inadmissible when violated. We are confident that recognizing Artsakh as part of Azerbaijan is one of those red lines that remains unchanged for the majority of Armenians. When it comes to actions and positions concerning Artsakh, the Republic of Armenia must be guided by the will of the people of Artsakh, as unequivocally demonstrated through their declaration of independence and constitutional referendums, which received unwavering support from the Republic of Armenia and the entire Armenian nation. The resolution of Armenia-Azerbaijan interstate relations cannot be divorced from the Azerbaijani-Karabakh conflict and should never come at the expense of the fundamental rights and interests of the people of Artsakh. It is crucial to recognize that these rights and interests are an integral and significant part of the vital rights and interests of the entire Armenian nation.
• To the authorities of the Russian Federation and its esteemed President, Vladimir Putin, we call upon you to fulfill the commitments outlined in the tripartite declaration of November 9. This includes the urgent opening of the Lachin (Kashatagh) corridor, removing all Azerbaijani obstacles, liberating the 120,000 people of Artsakh who remain hostage to terrorism, and preventing further aggressive actions by Azerbaijan against the people of Artsakh. While the actions of the other parties to the Tripartite Declaration are relevant, Russia has assumed significant responsibilities that were instrumental in facilitating the safe return of the Artsakh people after the war. Therefore, we anticipate the unwavering and resolute fulfillment of these obligations for the well-being of the people of Artsakh, the interests of the Russian Federation, and the enduring friendship between the Armenian and Russian people.
• To the people and authorities of Azerbaijan to put an end to the hatred and genocidal policy towards the people of Artsakh, to be ready to truly accept the principle of the equality of people and the title and rights of the indigenous Armenian people to Artsakh. We are prepared to engage in dialogue, seek a peaceful resolution, and establish peace through an internationally mediated process. Such a process should be based on the norms and principles of international law, including the rights of people to equality and self-determination, the non-use of force or threat of force, peaceful settlement of disputes, and the principles of territorial integrity. We do not pose any threat to Azerbaijan; however, the people of Artsakh have the inherent right to self-defense, and the Republic of Artsakh has the obligation to protect its own citizens. Despite the ongoing threats from Azerbaijan, I firmly believe that establishing a peaceful and dignified environment and putting an end to centuries-old animosity align with the interests and aspirations of our respective people.
• To all members of the international community, with a special emphasis on the UN Security Council, we urge you to prioritize the effective implementation of the 2023 UN International Court of Justice decision. It is essential to ensure that Azerbaijan fully adheres to the decision made on February 22 and to safeguard the security of the people of Artsakh by employing the necessary means in line with the principles and objectives of the United Nations.
Dear compatriots,
I would also like to address certain aspects related to the internal affairs of Artsakh. In the aftermath of the war, there have been instances where Artsakh has experienced internal conflicts. However, during this period, we have been able to maintain a certain level of internal solidarity and stability. Various political factions and individuals have put forth different demands, some of which are justified while others may not be. Throughout this time, my actions have been subject to criticism from various circles, with some offering objective and sincere feedback, while others expressing subjective and targeted criticism. It is important to acknowledge that external forces sometimes attempt to promote internal unrest in Artsakh, thereby adding to the existing tensions.
However, irrespective of the content and objectives of the criticisms and demands, I have made every effort, in accordance with domestic legal regulations, to foster a political environment characterized by mutual respect and dialogue, as well as to maintain the crucial internal stability we need. Admittedly, at times, this has required a surprising level of tolerance on my part. Nonetheless, the outcome has been that we have prevented the Republic from experiencing devastating upheavals and significant internal divisions.
In recent days, there have been attempts to generate internal political tension in Artsakh. Various political forces and individuals, through their statements and actions, intentionally or unintentionally contribute to the growing conditions of internal disunity and instability.
Discussions have taken place regarding constitutional amendments and the organization of elections. The President of the National Assembly has put forward a proposal to hold a referendum on the confidence in the President and to establish a new state administrative body.
I am not personally invested in any specific position, including that of the president. My primary concern is the security of the people of the Republic of Artsakh. I am willing to cooperate with any capable force or individual who shares this goal. Throughout my tenure, I have made every effort to ensure that such developments are seen as normal processes inherent to democratic nations. However, it is crucial to emphasize that maintaining a stable constitutional order, fostering intra-societal solidarity, and upholding the universal spirit of struggle are fundamental and non-negotiable values. As the primary responsible figure, I am dedicated to safeguarding these values and fulfilling my duty in their protection.
It is evident that I possess a high level of knowledge regarding the ongoing processes around us. This advantage enables me to evaluate these developments from various angles and in a more comprehensive manner. This circumstance often compels me to take steps of cooperation that may seem incomprehensible to many, but are undertaken with the intention of promoting internal peace and solidarity within the country. However, it is crucial to note that I will not permit any internal desires for power or attempts to satisfy personal ambitions that could undermine the well-being of the nation. This approach has been adopted in light of the current situation, political consultations, demands presented by various segments of society in recent days, wise assessments, and the paramount importance of maintaining internal stability and strength.
In relation to all that, I declare the following.
• Governance in the Republic of Artsakh must be conducted exclusively through the institutions established by the Constitution of the Republic of Artsakh.
• I am ready for cooperation with all parliamentary and extra-parliamentary forces that have views, ideas and proposals regarding the internal and external policy of the state. The main institutional platform for that cooperation is the Security Council, where, as in the past, as now, representatives of all powers can be invited by me, without exception.
• In these challenging crisis circumstances, I suspend all discussions regarding the organization of extraordinary presidential and parliamentary elections, as well as the proposal for a confidence referendum put forward by the Speaker of the National Assembly recently. I call for an end to these internal political processes that could jeopardize the stability of our country's internal affairs and lead to the formation of divisive camps, which is unacceptable in the current situation. Furthermore, I reiterate my commitment to the public promise I made in December 2020, stating that I will resign as soon as favorable conditions arise and early presidential and parliamentary elections can be organized.
• I will restrict the freedom of gathering. Given the critical circumstances we are facing, I find it unacceptable for any political force or group to take actions against matters of great importance to the security of Artsakh without political balance and a comprehensive assessment of the consequences for the people of Artsakh and the interests of our country. State institutions will act freely and prioritize the interests of the people of the Republic of Artsakh. If the need arises for statements and appeals concerning such matters, these responsibilities will be assumed by the state bodies.
• I hereby direct the law enforcement agencies of the Republic of Artsakh, including the National Security Service and the police, to intensify their efforts in safeguarding public safety. It is crucial that they respond appropriately in the event of any breach of the law, holding the perpetrators accountable for their actions. Upholding internal discipline should be ingrained in the conduct of each individual, and it is the responsibility of law enforcement officers to ensure its enforcement.
Ensure the conditions specified in the special procedure for the publication of information under martial law. And bring to justice those who commit violations and publish information related to the country's security and ensure the necessary publicity of the process so that it becomes clear to everyone that such actions are unacceptable, illegal and reprehensible.
Dear compatriots,
Everyone knows and it is undeniable that after the 44-day war in 2020, I had the biggest responsibility, but despite that, I never shirked responsibility and continuously worked in the direction of state protection. Even today, I continue to bear my share of responsibility with the loud vote of the people, I have no intention of avoiding it and I am open to collaborating with all forces and individuals who are willing and capable of assuming and carrying their own share of responsibility.
In these challenging circumstances, it is crucial that we all direct our attention solely towards overcoming external challenges and refrain from contributing to the realization of our adversaries' goals through internal processes. I assure you that we are exerting maximum efforts to lift the blockade and alleviate its consequences, and the state authorities are providing regular updates to the public regarding these endeavors to the best of our ability.
I am confident that through unity, internal solidarity, and diligent work, with the support of the Republic of Armenia and all Armenians standing by our side, we will be able to thwart external and internal threats and secure a free, safe, and dignified future for Artsakh.
The strength of the people of Artsakh lies in their will, unity, and wisdom.

Let us honor the legacy of our sacred ancestors.
Let's be responsible to our next generations.
