(NEW) School district separation effort advances with TENTATIVE revenue sharing agreement

The City and the Santa Monica-Malibu School District (SMMUSD) have reached an important milestone in the City's effort to separate from the SMMUSD and form an independent Malibu Unified School District (MUSD). After thorough discussions and collaborative efforts, both parties reached a tentative sharing arrangement, a crucial step in the process. The agreement is subject to approval by the Malibu City Council and the SMMUSD Board of Education. Both the City and SMMUSD have held to the guiding principles of equity, fairness, and local control in education. They are both dedicated to ensuring that every student in Santa Monica and Malibu has access to quality education and that decisions on educational policies are made with the best interests of the students and community in mind. The City will continue to update the community on any progress, meetings, and participation opportunities.

The City and SMMUSD will be holding community workshops with their respective residents to share the details of the revenue sharing agreement. The City held a Special City Council meeting and workshop on April 10 and will hold another workshop on Saturday, April 20. Details on the April 20 workshop will be posted on the website and social media.

(NEW) FINAL REPORT AND RECOMMENDATIONS FROM STUDY TO HELP CITY WITH STAFF RECRUITING AND RETENTION EFFORTS

On April 8, the City advanced efforts to improve its competitiveness in the labor market, make the City a highly attractive workplace, and ensure the City can attract and retain top-level professional staff. The final report and recommendations of the Classification and Compensation Study were presented, which the Council initiated in 2023. It was the first such study since 2006. The report's recommendations will be incorporated as requests for the next Fiscal Year's draft Budget, subject to approval by the City Council. The Study, a tool commonly used by city governments, examined the job descriptions and salaries of all positions in the City and compared them with other cities to determine if Malibu's salaries, benefits, job types and working conditions are competitive. The ultimate goals are to be able to hire and retain excellent staff to be able to provide the best possible City services to the community, and to be a good employer that upholds the values of the community. Over the last several years, the City has faced increasing challenges in attracting and retaining staff due to factors including long commutes, lack of affordable housing, high workloads, and high competition due to the increasing prevalence of remote working, among others. CITY EFFORTS TO IMPROVE PCH SAFETY

The City of Malibu is committed to doing everything possible to improve safety on our 21 miles of Pacific Coast Highway (PCH), which has long been a top priority for the community. See the past and current measures to improve PCH safety on the dedicated webpage.

(NEW) CITY OFFICIALS TESTIFY AND ADVOCATE IN SACRAMENTO FOR TWO TRAFFIC SAFETY BILLS AS PART OF PCH SAFETY EFFORT

Mayor Pro Tem Doug Stewart, City Manager Steve McClary and Deputy City Manager Alexis Brown traveled to Sacramento on April 9 to testify and advocate for two important State traffic safety bills in the Senate Transportation Committee that would help make PCH safer. Both bills were approved and are advancing through the state legislative process.

SB 1297 would expand the State's automated speed camera pilot program to allow the City of Malibu to participate. The City has advocated for speed camera systems on PCH that can automatically issue citations to speeding motorists as an important enforcement tool to help improve safety on PCH that would bolster CHP and LA County Sheriff's Department traffic enforcement patrols. AB 1509, the NOT in California Act, would amend the state Vehicle Code to make convictions of driving 26 MPH or greater over the posted speed limit, a two-point violation against a person's driver's license.

The City officials were joined by Barry Stewart, whose daughter Peyton was one of the four Pepperdine students who were tragically killed by a speeding motorist while walking on PCH in October 2023. And Michel Shane, whose 13-year-old daughter Emily was tragically killed by a motorist while walking on PCH in 2010. Both gave impassioned testimony about the dangers of PCH and the urgent need to improve safety conditions on the highway.

(NEW) "SAFE ON PCH," WEEK-LONG SAFE DRIVING SERIES AT MALIBU HIGH SCHOOL, APRIL 29 - MAY 3

Lindsey P. Horvath, Chair of the Los Angeles County Board of Supervisors, is partnering with California Highway Patrol (CHP), the City of Malibu, Malibu High School, PTSA Malibu, Santa Monica-Malibu Unified School District (SMMUSD), and the Malibu-Lost Hills Station to host "Safe on PCH." This fun and informative weeklong program aims to foster a culture among youth, and community members of all ages, of collective responsibility and empowerment for road safety, which will help make PCH safer for all.

MONDAY, APRIL 29, 12:00 PM: LUNCHTIME FAIR

TUESDAY, APRIL 30, 9:00 AM: SHERIFF IMPACT PRESENTATION
The Sheriff's Department will host the IMPACT Teen Drivers' parent program called Under Your Influence (UYI), which educates parents and teens with evidence-based strategies to help keep teens, their families, and everyone they share the road with safe. This is a special presentation for parents taking place from 9:00 AM to 10:30 AM at Malibu High School's Parent Center.

WEDNESDAY, MAY 1, 6:30 PM: "21 MILES FILM" SCREENING
Malibu High School will be hosting a screening of "21 Miles," the powerful film by Michel Shane, whose daughter was tragically killed while walking on PCH in 2010. Following the screening there will be a panel discussion moderated by Chair Horvath to educate students and parents about the dangers of PCH and offer tips to help teenagers become safer drivers on PCH. The panelists include Captain Jennifer Seetoo, Commanding Officer of the Malibu-Lost Hills Sheriff's Station; Captain Dennis Ford, CHP; Robert D. Cohen; Bridget Thompson; and Michel Shane. THURSDAY, MAY 2: SCHOOL ASSEMBLIES
Two assemblies will be coordinated by Malibu High School and the CHP, one targeting 6-8th graders (30 minutes) and one for 9th -12th graders (45 minutes). The assemblies will include the Impact Teen Drivers' high school program, "What Do You Consider Lethal," (WDYCL) which engages, educates, and empowers students with evidence-based strategies to help prevent car crashes, with a emphasis on reckless and distracted driving.

FRIDAY, MAY 3: NEWSLETTER
Malibu High School will be holding student classroom breakout sessions focused on the causes and effects of distracted driving. There will be a classroom presentation followed by a group activity.

Public Safety

(NEW) SHERIFF'S UPDATE ON CRIME AND TRAFFIC SAFETY

Sgt. Chris Soderlund, Malibu's liaison to the Malibu-Lost Hills Sheriff's Station, gave an update to the City Council on crime and traffic safety on April 8. In March, there 28 part one (serious) crimes reported in Malibu, 99 year-to-date, compared with 96 for the same period one year ago. In March, Deputies issued 552 citations in Malibu, with unsafe speed being the most commonly cited violation. In March, there were 29 traffic collisions, six of which involved injuries. Tragically, there were two recent traffic-related fatalities in Malibu. On March 29, a person experiencing homelessness was killed by a semi-truck in what Deputies believe was a suicide. On April 3, a motorist was killed when their vehicle went over the side of Malibu Canyon. In March, the Malibu Special Assignment Deputies (a two-Deputy car during the afternoon and a two-Deputy car overnight) made seven felony arrests and 31 misdemeanor arrests. The arrests included: reckless driving and possession of a nitrous oxide tank (a dangerous, illegal speed-enhancing tool); felony criminal threats (a group of female Pepperdine students reported being harassed while they were out running); felony vandalism; assault with a deadly weapon; and felony possession of a fixed-blade knife (the person was also suspected of illegal street racing). On April 4, a Deputy attempted to stop three speeding motorists on PCH at Trancas Canyon. The motorists fled at speeds up to 104 MPH in a 55 MPH zone. The three motorists were arrested for reckless driving and their vehicles were impounded for 30 days. The City applauds and thanks our Deputies for their excellent work every day to protect and serve Malibu. Watch video of the update.

SIGN UP FOR CERT TRAINING STARTING APRIL 18

Space is still available for the City's next round of the highly popular Community Emergency Response Team (CERT) training. This certification course is offered as part of the City's ongoing efforts toward community-wide preparedness. The series of seven classes will be held on Thursday evenings from 6:00 PM - 9:00 PM, April 18 through May 30, at Malibu City Hall. The free program is offered across the country to empower community members to help themselves and their neighbors during disasters. Through hands-on training, participants learn the most up-to-date information on basic disaster preparedness, including the use of a fire extinguisher, disaster medical care, first aid, search and rescue, disaster psychology, and neighborhood team building. California Insurance Commissioner Ricardo Lara, Assemblymember Jacqui Irwin and the Las Virgenes-Malibu Council of Governments (LVMCOG) hosted an online town hall meeting April 4 to discuss wildfire and disaster insurance. Commissioner Lara and other experts discussed how California is addressing the homeowner insurance crisis and how you can navigate the tools to help you get coverage for fires, floods, and earthquakes. (NEW) MALIBU WEST RECOGNIZED AS FIREWISE COMMUNITY WITH THE HELP OF THE CITY'S FIRE SAFETY LIAISONS

The City is proud to welcome our newest member of the California Firewise Community: Malibu West has been recognized as a "Good Standing" Firewise Community by CAL FIRE and the National Fire Protection Association (NFPA) with the assistance of the City's Fire Safety Liaisons. The City now has three recognized Firewise USA communities, including Big Rock Mesas and Malibu Country Estates. Firewise USA is a nationally recognized volunteer program that provides a framework to help neighbors in fire-prone areas to get organized, find a common goal, and to take action to increase the wildfire resistance of their homes and communities. (NEW) SIGN UP NOW FOR FREE FIRE EXTINGUISHER TRANINGS, MAY 15

The City will offer two free fire extinguisher trainings for community members as part of the City's efforts toward community-wide emergency preparedness, Wednesday, May 15, 2:00 PM and 6:00 PM at City Hall. Knowing how to confidently and safely operate a fire extinguisher can save your home or business, and even save lives! The one-hour trainings will be taught by the City's Fire Safety Liaisons. A classroom session will cover fire extinguisher mechanics, decision making on when to use a fire extinguisher, and safety considerations. FIRE SAFETY LIAISONS ARE READY TO HELP NEIGHBORHOODS IN MALIBU BECOME FIREWISE COMMUNITIES

Currently The Fire Safety Liaisons are working with Rambla Pacifico and Malibu Canyon Villas to help get Firewise recognition. The City is striving to get as many neighborhoods recognized as Firewise Communities as possible in order to make them, and the entire community, more resistant and resilient to wildfires, help reduce insurance rates, and be able to secure grants through the Fire Safe Council. APPLICATIONS ARE ONCE AGAIN BEING ACCEPTED FOR FREE HAZARD TREE REMOVAL PROGRAM

PROGRAM APPLIES TO DEAD TREES ONLY. OPEN TO MALIBU CITY RESIDENTS ONLY. The City is once again accepting applications for the free Hazard Tree Removal Program. The City secured an additional $326,000 in grant funding to extend the popular program. This is the third round since the program started in 2021. The program is one of the concrete steps that the City is taking to improve wildfire safety across the community in Malibu. It empowers residents to make their homes and properties less vulnerable to wildfire, which in turn protects entire neighborhoods by reducing the fuel that fires need to spread. The City's Fire Safety Liaisons and a licensed arborist will come to your home and determine if the trees meet the program's criteria for removal. Planning

(NEW) staff continues to work on DRAFT HOUSING ELEMENT

On March 22, the California Department of Housing and Community Development (HCD) submitted its comments in response to the City's Revised Draft Housing Element. City staff is working on a response and an update to the Housing Element. As part of this effort, City staff will be meeting with local agencies that service lower-income households during the week of April 15 to get additional insight and input. Prior to re-submitting the Housing Element to HCD, a revised draft of the Housing Element will be released for another seven-day public review period at the end of April. (NEW) CITY ISSUES COMMENT LETTER ON Topanga Lagoon Restoration Draft EIR

The City submitted a comment letter on the Topanga Lagoon Restoration Project Draft Environmental Impact Report (DEIR). California State Parks, CalTrans, the LA County Department of Beaches and Harbors, and the Resource Conservation District of the Santa Monica Mountains are working to restore the Topanga Lagoon ecosystem, one of the last coastal wetlands in Southern California. Once a Final EIR is issued and the project is finalized, the City and the public will be able to submit comments during the EIR public hearing process. CITY ASSISTANCE FOR HOMEOWNERS WITH WINTER STORM DAMAGE

The Planning Department is currently accepting Emergency Coastal Development Permit applications for temporary work to protect property as a result of recent storms. The Planning Department has created a team to expedite these applications and is working closely with the Environmental and Sustainability Department. To apply, use the online form. Organics Recycling Virtual Training
Wednesday, April 17, 7:00 PM - 7:30 PM. Join the City's virtual training on organics recycling, waste reduction, and proper separation of kitchen food scraps. The Organic Waste Recycling Program is an important way for the community to help address climate change and protect the environment. Participants will receive a free 1.9-gallon, dishwasher-safe kitchen scraps caddy that is easy to fill, carry, and empty. Recycle Day - Document Shredding and HHW/E-Waste Collection
Saturday, April 20, 10:00 AM - 2:00 PM. Residents can wrap up their spring cleaning at the City's free household hazardous waste and electronic waste collection and secure document shred day. Drop off latex paint, motor oil, batteries, and electronics, and bring confidential papers to shred onsite (limit five standard-size boxes per household). West Basin Firescaping Workshop
Tuesday, April 23, 6:00 PM - 8:00 PM. The City is hosting a Firescaping Workshop class in partnership with the West Basin Municipal Water District, Los Angeles County Waterworks Districts, and the Los Angeles County Fire Department. The City invites all community members to attend the 2nd annual North Santa Monica Bay (NSMB) State of the Watershed 2024 at City Hall to learn about local agency efforts to enhance water quality, increase water supply, and preserve wildlife and habitats. The City is hosting the event in partnership with Watershed Coordinator Melina Sempill Watts and the NSMB Watershed Area Steering Committee, including the Cities of Calabasas, Westlake Village, and Agoura Hills, Los Angeles County Department of Public Works, and the Los Angeles County Flood Control District. (NEW) EXTERIOR ELEVATED ELEMENTS (E3) PROGRAM TOWN HALL MEETING, may 16

The City will be holding a Town Hall Meeting about the new Exterior Elevated Elements (E3) Program Thursday, May 16, 12:00 PM at City Hall. The City Council adopted the E3 ordinance to safeguard the public and to provide guidance for owners and project applicants about the requirements and inspections. E3s (balconies, exterior walkways, decks, exterior stairways and landings) on buildings in the City with three or more dwelling units must be inspected by a California-licensed architect, civil or structural engineer. These inspections will identify signs of deterioration and determine if there is a risk of collapse. The compliance deadline is January 1, 2025. RED CROSS LIFEGUARD CERTIFICATION class, April 20-21

The City is offering a Red Cross Lifeguard certification course on Saturday, April 20 and Sunday, April 21 at the Malibu Community Pool located at Malibu High School. The hybrid course provides participants a link to complete the online coursework before the in-person skills assessment. The deadline to register is Friday, April 12. CHARMLEE WILDERNESS PARK NIGHT HIKE, APRIL 26

Discover the nighttime magic of Charmlee Wilderness Park on Friday, April 26, 7:00 PM to 8:30 PM. During the 90-minute hike, participants will learn about the nocturnal surroundings of the Santa Monica Mountains. Participants should feel comfortable walking on uneven terrain. Bring water, a headlamp or flashlight, appropriate shoes, and dress in layers. Reservations are required for this free event. The hike will be canceled in case of rain. PUBLIC WORKS

(NEW) UPDATES ON LANE AND ROAD CLOSURES ON PCH AND TOPANGA CANYON

The City is in constant communication with Caltrans as their engineers continue to assess the safety and stability of the slopes and roadway at the landslide sites in Topanga Canyon and on PCH.

Lane closures on PCH for the City's Traffic Signal Synchronization Project are necessary to complete the City's most significant project to date to improve safety and mobility on PCH, a top priority of the community. The signal project work cannot be done at night safely and without incurring major project cost overruns and delays. Completion is expected in late 2024.

The City understands the inconvenience and frustration caused by the traffic congestion. The closures are necessary for the safety of motorists and workers. We will continue to post any significant changes on social media and other platforms. If no updates are posted, it is because nothing has changed.

Please drive cautiously in the slide areas, and watch for workers and work vehicles in the road. Fines for traffic citations in construction zones are doubled under CA law.

CALTRANS PROJECTS

CALTRANS - TOPANGA CYN
Topanga Canyon closed in both directions until further notice due to the large, active landslide. The slide cannot be cleared until it stops moving and engineers have determined it is safe for workers and the public to begin work clearing it. The slide is gradually slowing down. An assessment will be done after the rain forecast for Saturday, April 13.

CALTRANS - TUNA CANYON
Caltrans plans to install a temporary traffic signal at the PCH/Tuna Cyn intersection to assist with left turns onto PCH, as Tuna Canyon is one of the only routes through/out of Topanga Canyon.

CALTRANS - PCH AT BIG ROCK
One lane of northbound PCH remains closed near Big Rock Dr due to an active landslide. Over the past few weeks, the majority of large rocks have descended. An assessment will be done after the rain.

CALTRANS - PCH AT CORRAL CYN / LATIGO CANYON
One lane of northbound PCH remains closed north of Corral Cyn due to the active landslide there. Rock fencing is being installed on top of the K-rail, and when complete next week, lanes should return to normal.

CALTRANS - SOLSTICE CREEK BRIDGE REPLACEMENT WORK
One lane of northbound PCH is diverted into the center media just before Corral Cyn for a project to repair or replace culverts along PCH to restore endangered fish habitat, and to replace the Solstice Creek Bridge. Watch for active construction with workers and work vehicles, and a 30 MPH speed limit.

CITY OF MALIBU PROJECTS

MALIBU PCH SIGNAL SYNCHRONIZATION PROJECT
Crews are currently working between Big Rock and just north of Las Flores with one north lane closed, needed as three separate crews are working on site (utility investigation/boring operations/fiber installation). Unfortunately, crews are unable to implement the alternate traffic control (shifting the lanes to the center to keep two lanes open) due to safety reasons, existing infrastructure, and specific locations of ongoing work. =

PCH MEDIAN PROJECT
Construction is expected to begin in April on PCH from John Tyler Dr to Puerco Cyn on the City's PCH Median Improvement Project, which will contribute to PCH safety. Estimated completion June 2024.

WASTEWATER AND RECYCLED WATER RATE STUDY PUBLIC HEARING, APRIL 22

The Malibu City Council will hold a public hearing on wastewater and recycled water rates for the Civic Center Water Treatment Facility (Phase One) on Monday, April 22, 6:30 PM at City Hall. During the hearing, wastewater and recycled water rates will be established for Fiscal Years 2024-25, 2025-26, 2026-27 and 2027-28. If approved by the City Council, the proposed rate increases will be effective for services provided on or after July 1, 2024. For more information, visit the CCWTF Rates webpage.
