Notice of Funding Availability -HUD Community Planning and Development (CPD) Grants Program

NOTICE OF FUNDING AVAILABILITY (NOFA) - SAN BERNARDINO COUNTY


DEPARTMENT OF COMMUNITY DEVELOPMENT AND HOUSING (CDH)
CONSOLIDATED HUD COMMUNITY PLANNING AND DEVELOPMENT (CPD) GRANTS PROGRAM
Program Year 2023-24


San Bernardino County is a direct recipient of federal community development and housing funds provided by the United States Department of Housing and Urban Development (HUD) and uses these funds to provide decent housing, suitable living environments, and expanded economic opportunities, principally for low- to moderate-income persons.


The County is seeking applications for Community Development Block Grant (CDBG) funding from applicants (Cities and Non-Profit Agencies) who are capable of providing eligible public service and/or capital improvement activities that will help the County meet the needs of its community and achieve the goals and objectives listed in the County's Consolidated Plan and the Countywide Vision.


For the 2023-24 Program Year, beginning July 1, 2023, it is anticipated that the County will receive approximately $2.8 million in CDBG funds to support eligible activities for the County's CDBG Participating Cities. Eligible activities for CDBG funding must meet one of the following national objectives: 1) principally benefit low- to moderate-income persons, 2) eliminate slums and blight, and 3) meet an urgent need. These funds are available to service the following CDBG program Participating Cities: Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa, Yucca Valley, and the surrounding communities. All interested applicants within these jurisdictions are encouraged to apply.


Examples of eligible activities include but are not limited to:

Public Service Activities (Capped at 15%)
• Child Care Services
• Senior Services (e.g., day care programs, subsidized meal programs, etc.)
• Handicapped Services
• Health and Mental Health Services
• Services to Battered and Abused Spouses
• Legal Services
• Employment Training
• Food Banks
• Transportation Services

Capital Improvement Activities
• Infrastructure Improvements
• Neighborhood Facilitiy Improvements (e.g. parks, libraries, recreational facilities, public schools, playgrounds, senior centers)
• Special Needs Facilities (e.g. homeless, domestic violenze shelters, nursing homes, or group homes)
• Demolition and Clearance


HOW TO APPLY
CDBG funding applications were released Wednesday, October 29, 2022. To obtain instructions and guidelines for the application for CDBG funding, please refer to the Community Development and Housing website:https://sbcountycdha.com.The deadline for submitting applications is Wednesday, December 7, 2022 by or before 4:00 p.m. Applications must be submitted through the online Web Application Management System (WAMS): https://sbc.hdsoftware.net/login. Any applications received after the deadline will not be accepted.
