CBSA Delays CARM Launch Until October 2024

The Canada Border Services Agency (CBSA) announced that the implementation of the CBSA Assessment and Revenue Management portal (CARM) for trade chain partners will be delayed until October 2024. Further details of the CBSA's decision is available through its news release.

The agency has stated that CARM is ready to roll out and will still launch internally on May 13, but part of the decision to shift the launch date for trade chain partners to October revolves around the ongoing uncertainty regarding potential strike action that could be taken by CBSA employees - with a strike vote currently underway.

CARM is a digital initiative which will modernize the collection of duties and taxes for goods imported into Canada. Trade chain partners have worked to be ready for CARM with approximately 71,500 importers now registered on the portal. These importers represent over 92 percent of the volume of goods imported into Canada.

CTA recently worked with industry stakeholders in the customs community to increase the uptake of importers within the CARM portal and avoid potential border delays occurring in advance of the portal's launch.

Over the next several months, the Alliance will be reaching out to members about any outstanding CARM related issues, and assessing impacts to some fleets that could be impacted more acutely by delays to CARM implementation.
