City Council Special Work Session on April 29, 2024
Las Cruces City Council will conduct a Special Work Session at 1 p.m. Monday, April 29, 2024, in Council Chambers at City Hall, 700 N. Main St.
The Special Work Session will focus on solicitation and shopping cart ordinances. City Council will discuss the development or modifications of City ordinances that enhance public safety, reduce blight, and improve the quality of life of Las Cruces residents, businesses, and visitors.
City Council will review and discuss a Shopping Cart Containment and Retrieval Ordinance as well as a City ordinance regarding prohibited solicitations.
Details of a Shopping Cart Project, conducted April 23, 2024, will be shared with the Council. The project included members of the Las Cruces Police Community Outreach Unit, City Codes Enforcement, City Streets Department, Parks and Recreation Department, and Elephant Butte Irrigation District (EBID). In two hours, 162 abandoned shopping carts were recovered.
EBID has provided invoices to the City that show thousands of dollars have been spent to clean up ditch banks where shopping carts have been left. Also, the Public Works and Parks and Recreation departments have spent many hours, and have often needed large crews, to remove debris left behind in the shopping carts.
The City has also received reports of prohibited solicitations, particularly in aggressive manners outside some city businesses and at city intersections. Those actions are in violation of the Las Cruces Municipal Code.

Immediately following the Special Work Session, a brief Agenda Setting Meeting will be in Council Chambers to determine the agenda for the City Council meeting at 1 p.m. Monday, May 6, 2024.
