ARPA HCBS Technical Assistance Collaborative Releases Report

The October 2023 American Rescue Plan Act (ARPA) Home and Community-Based Services (HCBS) Technical Assistance collaborative brought together nearly 20 thought leaders for the HCBS Sustainability Summit. The objective was to strategize about challenges within the HCBS system and capitalize on best practices from the infusion of funding from the ARPA-and produce a report detailing their findings and recommendations for policy changes.

Attendees put forth multiple guiding principles for consideration to elevate HCBS and mitigate long-standing institutional bias in Medicaid. Advancing states, in coordination with their partners and funded by the John A. Hartford Foundation, released the report and technical addendums.
