GENTEXT/REMARKS/1. Purpose. This is a Headquarters Marine Corps (HQMC) Deputy Commandant for Information (DC I) Information Command, Control Communication, and Computers (IC4) Training Command, and Marine Corps Communication-Electronics School (MCCES) Coordinated Message.
2. Situation. Communication Training Battalion (CTB), MCCES, and HQMC IC4 are soliciting student nominations for the Spring and Fall 2024 blended-seminar Marine Air Ground Task Force (MAGTF) Communications Planners Course (MCPC) 1-24 and 2-24. MCPC is an advanced formal skills progression training course for Military Occupational Specialty (MOS) 0602 Lieutenant Colonels, Majors, and Captains. Marine Corps Officers with the Primary MOS (PMOS) of 0602 will be awarded the Necessary MOS skill designator 0603 upon successful course completion. While attending MCPC, students will develop the skills necessary to plan advanced MAGTF communications architectures across the range of military operations, to include multi-domain operations and denied and degraded command and control, communications, and computers, environments. MCPC focuses on three main lines of effort: bridging experience-gaps in MAGTF Command and Control (C2) and Naval Integration, introducing concepts of Joint and Coalition C2 integration, and approaches to C2 in the Future Operating Environment. Students will receive instruction from various military and civilian professionals spanning the Joint Operational Environment and participate in a MAGTF planning series, case studies, and discussions on space, cyberspace, and electromagnetic spectrum operations. The eight-week non-resident phase will be hosted through MarineNet Moodle from the week of 25 March 2024 until the week of 20 May 2024 (1-24) for course 1-24 and from the week of 15 July 2024 until the week of 9 September 2024 (2-24) for course 2-24. The seven-week resident phase will be held from 29 May 2024 until 18 July 2024 (1-24) and from 9 September 2024 until 24 Oct 2024 (2-24) aboard Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, California, at MCCES CTB. CTB will teach portions of this course at classification levels up to SECRET Not Releaseable to Foreign Nationals.
3. The following student eligibility criteria apply to MCPC 1-24 and MCPC 2-24.
3.a. The primary audience consists of PMOS 0602 Lieutenant Colonels, Majors, Captains, and selected First Lieutenants serving in the Fleet Marine Force or Supporting Establishments. Government civilians, joint servicemembers in related fields, PMOS 0605, 06XX Chief Warrant Officers, 0699s, 72XX, 17XX, and 59XX Staff Non-Commissioned Officers, Captains, and Majors will be considered on a case-by-case basis and are encouraged to apply. Interested personnel not in the primary audience should email the MCPC Chief Instructor.
3.b. Security clearance/visit requests (OPNAV 5521/27). Students must possess a secret security clearance and submit a visit request in the National Background Investigation Services, formerly known as Defense Information Security System. The subject management office code is ID MS3305STUD. Include full name, social security number, level of clearance/basis, dates of visit (21 May 2024 - 10 July 2024 or 9 September 2024 - 24 October 2024), and purpose (MCPC 1-24 or MCPC 2-24), Point of Contact (POC): Captain Trapane Jr, Thomas C. ATTN: Security Manager.
4. Mission. From 21 May 2024 to 10 July 2024 and 9 September 2024 to 24 October 2024, Company HQ, CTB, MCCES conducts MCPC 1-24 and 2-24 to train and educate officers in advanced concepts of planning and implementing C2 networks across all elements of the Joint-Force integrated MAGTF to prepare MAGTF communicators to meet the challenges of the present and future operating environments.
5. Tasks. Parent commands will submit nominations no later than 11 March 2024 (1-24) or 8 July 2024 (2-24), in accordance with Referance A with the following information via encrypted email to all POC listed:

6. Coordinating Instructions
6.a. The uniform for Marines will be the Desert Marine Corps Combat Utility uniform, but will also bring Woodlands for the courses site visit.
6.b. All MCPC student handouts will be electronic. CTB will issue students a government computer for the program of instruction once the course convenes. This asset will not have full MCEN connectivity, and students should plan to bring a MCEN device from their parent unit.
6.c. MCCES reserves the right to cancel MCPC 1-24 and 2-24 if the course(s) do not meet the course minimum of eight students by 11 March and 8 July respectively.
6.d. Students must complete Annex A (non-resident) to be eligible for Annexes B and C (resident) attendance. MCCES will drop students from this course if they do not complete Annex A. Students who complete Annex A but due to extenuating circumstances can no longer attend their scheduled resident portion immediately may be considered on a case-by-case basis to attend another MCPC resident iteration, typically within one year.
7. Administration and Logistics
7.a. The 06XX Occupation Field Manager is the POC for enrolling all MCPC students.
7.b. Class Capacity. MCPC 1-24 and 2-24 class capacity (17students) is identified in Marine Corps Information Training Management System (MCTIMS), but the course will accept up to 25 for the nonresident portion.
7.c. Funded Seat Allocations. Training and Education Command will provide funding via Worldwide Travel for travel, lodging, and per diem for active-duty Marines. MCCES will not consider individual requests for rental cars from military members. Rental cars, if desired, must be funded by the students parent command. Reserve Component Marines should contact Marine Corps Forces Reserve formal schools at Defense Service Network (312) 647-7302/7375 or commercial (504) 697-7302/7375. Individual Marine Augmentee Marines should contact the course manager for further directions.
7.d. Billeting. Reservations for billeting are the responsibility of each attendee. Attendees must check with the MCAGCC Twentynine Palms Bachelor Officers Quarters (Roadrunner Inn) at (760) 830-6642/1081 for government availability billeting before making any commercial lodging reservations. They will select the MCAGCC Twentynine Palms Roadrunner Inn for lodging in the Defense Travel System. Attendees may obtain local lodging information from the MCAGCC Twentynine Palms Sleepy Tortoise Lodge at (760)830-6583 if government billeting is unavailable. Attendees will use government messing if available.
7.e. Funding letter. The student can generate the funding letter once registered for this course in MCTIMS.
7.e.1. Go to https:(SLASH)(SLASH)mctims.usmc.mil/.
7.e.2. Hover over MCTIMS (top left-hand corner) and select student registrar module.
7.e.3. Insert the course ID (M09DRX1) and click search in student registrar.
7.e.4. In the class list tab, find the correct class number.
7.e.5. Click the down arrow and select view allocations.
7.e.6. Click class roster (bottom of the page).
7.e.7. Locate student name.
7.e.8. Check the funding status, ensure it states approved. If the column is blank or pending, contact IC4.
7.e.9. Click the down arrow and select generate funding letter.
8. Command and Signal
8.a. Annex A of MCPC 1-24 will convene on the week of 25 March 2024. This phase will conclude on the week of 13 May 2024. Annex A of MCPC 2-24 will convene on the week of 15 July 2024. This phase will conclude on the week of 2 September 2024. Students must validate their enrollment in MarineNet Moodle before the start of Annex A.
8.b. Annexes B and C of MCPC 1-24 will convene on 21 May 2024. Students must report no later than (NLT) 2359, on 21 May, at Headquarters, MCCES, building 1865 at Twentynine Palms, California. The resident phase of MCPC 1-24 will graduate on 18 July 2024. Annexes B and C of MCPC 2-24 will convene on 9 September 2024. Students must report NLT 2359, on 8 September, at Headquarters, MCCES, building 1865 at Twentynine Palms, California. The resident phase of MCPC 2-24 will graduate on 24 October 2024.
8.c. The POCs for this message will notify nominees selected to attend MCPC 1-24 and 2-24 NLT 10 days before the convening date of the non-resident phase of the course.
8.d. Upon positive confirmation of registration, each individual will receive an email from the MCPC Chief Instructor with further directions and guidance.
