Transcript of Special Briefing on 17th Pravasi Bhartiya Divas Convention 2023 (January 10, 2023)

Shri Arindam Bagchi, Official Spokesperson:A very good evening to all of you. Thank you for joining us for this special media briefing of the Ministry of External Affairs. At the outset, let me mention as you would have realized, we are not in our usual location in New Delhi. But at this beautiful city of Indore, where we have just concluded the 17th Pravasi Bharatiya Divas and to give us a sense of what actually happened over the last three days and what we have been able to pick up and engage with various participants, we have a distinguished panel here on the dias and let me briefly introduce them and then I'll hand over the microphone. Dr. Ausaf Sayeed, Secretary (CPV & OIA) in the Ministry of External Affairs who has been the lead point of this 17th Pravasi Bharatiya Divas that we have organized in partnership with the government of Madhya Pradesh. Also joining us here from the Ministry of External Affairs, Shri Saurabh Kumar, Secretary (East) in the Ministry of External Affairs, as well as Madam Manika Jain, Additional Secretary (Overseas Indian Affairs) in the Ministry of External Affairs. We are particularly happy that Shri Mohammed Suleman, Additional Chief Secretary of the government of Madhya Pradesh, he is also on the Dias with us on this joint event that we have just concluded. Without further ado, may I now hand over the floor to Dr. Ausaf Sayeed Sir to give us a sense of what the PBD is about.

Dr. Ausaf Sayeed, Secretary (CPV & OIA):Good afternoon, and Namaste, all of you. We welcome you again here for this Special Press Briefing. I'm very happy to share with you that moments earlier we have successfully concluded the 17th Pravasi Bhartiya Divas Convention, and there were many things packed in this convention, there were elements which are regular elements, but there were also many new elements which were built into this as you were aware that we had gone with the theme of "Diaspora, Reliable Partners for India's progress in Amrit Kaal" for this PBD convention with the sole objective of connecting deeply with our Diaspora and in different parts. And we have also focused on this PBD on two things, one, how the overseas diaspora had contributed for our freedom struggle. So for that, you would have by now seen, I believe that the first ever digital exhibition which had been mounted on "Azadi Ka Amrit Mahotsav: Contribution of diaspora in Indian freedom struggle", and also underlying the importance of safe, legal and orderly migration, our focus, which has been there of our government, we also requested the Prime Minister who released this commemorative stamp on 'Surakshit Jaaye Prashikshit Jaaye'. So these were there. But then some of the elements which I was talking about is that we had five plenary sessions and this is the first time we have that all these sessions were headed by cabinet ministers, four by the Cabinet ministers, one by a Minister of State, holding charge for culture. And then we had several other Ministers from various countries partnering, so we had overwhelming response to these plenary discussions, went off very well. All the panellists contributed well, and there were interactive sessions from the diaspora.
And again, we saw that a beautiful trade fair exhibition has been mounted, industrial exhibition mounted by the government of Madhya Pradesh, and also a cultural corridor parallel running to it. People were very much happy with the hospitality extended by the people of Indore, Government of Madhya Pradesh, and specifically, all those officials who are working in Indore. Particularly, there was great appreciation for the different kinds of local cuisine, which was organized. So this was again, something people have given us a feedback about. While talking about something unique this year, again, we had for the first time, from UAE, we had a delegation of 200 students who had come, all school students from UAE, this is again, the first time we tried to have children come and experience this thing, which we liked very much, their interaction and their interest. We also had 100 blue collar workers from the country also joined, because after all at the end of the day all these deliberations are also about how we make things simpler for our workforce who are going in different countries in search of newer opportunities. So this is again, this is the first time it was there.

We had of course, big delegations, official delegations from Guyana, Suriname and also Mauritius, one of the biggest delegations. We had ministerial delegations from Malaysia, Panama, Zimbabwe, and so on and so forth. So, in all, we had three days of intense discussions and all the Cabinet Ministers also made it a point that they met the Diaspora group separately, all those Cabinet Ministers who chaired these sessions also had separate sessions with the Diaspora belonging to different countries, US, UK, UAE, Qatar, Kuwait. So, in those separate meetings, which were of course, not telecasted or it was not open to public, but people had got an opportunity for the first hand to discuss their issues with the Ministers concerned. So, this was again something unique inbuilt into this PBD that there were - firstly the number of Cabinet Ministers were the highest ever this time and each of these Cabinet Ministers as I mentioned, had very, very fruitful discussions, closed door discussions with the Pravasi friends. Also on the sidelines of the PBD, Honourable Prime Minister of India as well as Honourable Rashtrapati Ji had bilateral discussions with the two visiting dignitaries, the Presidents of Guyana and the Suriname. So to brief you more on that I would like to pass on to my colleague, Saurabh Kumar, Secretary East in the Ministry of External Affairs

Malaysia ke bhi ek mantri human resource ke yahaan par aye hue hain unke saath separately Dr. Jaishankar ji ki meeting hui thi aur Malaysia ke saath mantri ji ke saath community bhi thi to unke saath bhi dono mantriyon ka aapas mein interaction hua tha. Hello friends, as our friend and Secretary (CPV) Ausaf Sayeed told you that under this Bharatiya Paravasi Diwas, two Presidents came from Guyana and Suriname and participated in it. President Santokhi, who has been the President of Suriname since 2002, was the chief guest at the last Pravasi Bharatiya Divas which was held in 2021 and was given the Paravasi Bharatiya Samman. Since it happened through video medium, the Prime Minister invited him for this in-person day, he was very keen to come to India. The chief guest this time was President of Guyana, President Irfan Ali ji, as you must have heard his speech, he wants to make the relations between India and Guyana more deep and close and I will talk a little about these relations. The Prime Minister and the President had a bilateral meeting with these two Presidents President Santokhi and President Irfan Ali ji. The Prime Minister's meeting was held yesterday, the President's meeting was held with him today. The prime minister's meeting was half an hour with the two presidents, but there was so much substantive discussion in both the meetings that they met for more than half an hour. Irfan Ali ji, who was the President of Guyana, was about an hour-long meeting and the meeting with Santokhi ji was also about 45 minutes. The Foreign Minister of Panama also came and the Foreign Minister of Suriname was also here along with Santokhi ji and our Foreign Minister Dr. Jaishankar ji had a separate meeting with these Foreign Ministers and he also called on the President of Guyana and Suriname. A Minister of Malaysia has also come here for human resources, Dr. Jaishankar ji had a meeting with him separately and there was also a community with the Minister with Malaysia, so the two ministers also had a conversation with him. So, many ministers from Mauritius were also there, Arindam ji is telling us, so Dr. Jaishankar ji had an interaction with him there too. All the delegations have come from abroad.

External Affairs Minister Dr. Jaishankar made it a point to interact with them, get their inputs and feedback. Now, let me just focus on the interactions which took place between the Prime Minister and our President and President Santokhi and President Irfaan Ali. So, let me just give you a little background about our bilateral relationship. Guyana as you all know has 40% Indian origin population. President Irfaan Ali has been at the helm from 2020 onwards. Guyana has had very significant finds of oil and gas.

This was the main message of the President of Guyana. He also said that he has a 25-member business delegation with him.

Which is the largest business delegation Guyana has ever sent to India. And I would just mention a little bit more about this conversation. But let me just very briefly also mentioned about Suriname.

And the second important issue was that Suriname will celebrate 150 anniversaries of people of Indian origin who have migrated there from India this year, so they were very keen that people from India should participate there and high-level delegations should go there and they have invited the Prime Minister for this and when the meeting with the President was held, the President was also invited for this. has been done. So overall, the discussions that have taken place have been very good with the Prime Minister, with the President, warmly the chemistry was very good there. Irfan Ali ji told the Prime Minister, he also told the President that he looks towards India for leadership. President Irfan Ali said to the Prime Minister that his leadership is admired a lot, as it is done in India, but people of Indian origin in Latin America and the Caribbean are also inspired by his leadership and the Prime Minister's value system and his leadership, they also draw inspiration from there and try to follow it there.

So, both president Surinam and Guyana's people will participate in your hydrocarbon sector under the invest MP conference because both are interested in this area. Apart from Indore, they will also go to other cities and there too, the meetings of these two Presidents are lined-up and as I have said, there will also be interactions with business and the Chamber of Commerce. All the friends I would say that we got this opportunity for the first time for Madhya Pradesh, the Government of India said that they want to make the state a partner for this flagship event which was taking place in India for the first time in the 17th time that Madhya Pradesh got the opportunity. Personally speaking, I also got this opportunity for the first time that I can work with my two batch mates of the foreign service, normally a person is not available after the academy, so I got a chance to work with them. Indore has always been a strength of our people, on the basis of that strength, we gave our consent to partner in it and tried to line-up it with the flagship event of our global investor summit. Now they were telling that the special guests who have come are also involved in the global investor summit, in which people from about 27 countries are further participating. The Chief Minister also paid attention to the people who had just come and how many people we can establish our bilateral relations with. The central government also graciously gave us the opportunity to hold a half-day state seminar and in which we conducted 6 sessions, 3-3 to two parallel sessions half a day. On the instructions of the Chief Minister, all the state ministers who were present in the state seminar, not only did they participate in their seminars, but later they also held individual meetings with many people. Health Minister Sahib, medical education minister sir had a tremendous participation in the meeting held in the field of medical, especially those who have gone out of Indore and Bhopal to study medicine and went to America. So, on many projects, he assured the corporation, the most interesting thing was that he said that those people can do the work of specialist teaching through virtual classes in medical colleges. Those who met with the Chief Minister, we organized about 28 meetings with different delegations of the Chief Minister, in which all kinds of proposals were also related to investment, which were also related to cultural exchange, which were also related to partnership, many people showed interest in the field of skill development. I think this was the first experience for us and the amount of contribution Indore made in making this experience successful is in itself, I think everyone in the Government of India appreciated it and Indore supported this work very actively. Our friends of MP have chapters in 12 countries through which we tried to mobilize. When we were starting this talk, we got a lot of good support from the active corporation of the chapters of friends of MP, we got a lot of support from many countries, the Chief Minister also told him in his final statement to institutionalize the system of friends of MP so that we can communicate with them continuously and also made a commitment that once again. We have done it before. We will hold a conference of NRIs of Madhya Pradesh every two years and will also award some people who are doing special work in it. So, I think due to the hard work of Indore, a very good beginning has been made for Madhya Pradesh and I also want to thank the Government of India for the opportunity given to us.

One of our key program in this is called Videsh Sampark where it is a state outreach program where the CPV division under me, we reach out to various state governments, talk to them about the opportunities available in different countries and then what are the various skilling requirements and the skill mapping of jobs available that is a major assessment which we do. So it is a kind of a hand holding and an exercise which involves different agencies - Ministry of External Affairs, Ministry of Skill Development and State Government and several public sectors. So I'll pass on.

Shri Mohammed Suleman, Additional Chief Secretary of the government of Madhya Pradesh: I'll just add to this skill development part which somebody asked.

Saudi Arab ke group se chief minister sahab ke interaction mein there are very positive discussion on this. They said they want to have a PPP arrangement with the Government of Madhya Pradesh, jismain hum apne ITIs or polytechnic ke saath unko link kar saken, usmen woh identified courses pe apni design karke training chahte hain aur unko saath mein employment ki guarantee ki baat unhonne ki hai. And chief minister sahab ne usako positively liya hai. We have started the process of formally sign MOU with them, skill jo hamara skill education department hai woh unke saath touch mein hai. Now, as I said these five major plenary sessions which were done, the topics were carefully chosen, you know, starting from youth and how the youth could be involved and engaged in our mainstream and development in India, and then soft diplomacy, woman, and workforce and healthcare. So, in each of these sessions, the participants who were again chosen from different parts geographically and different specializations within the field of the theme of the plenary, first of all, they gave their own examples in their own fields of activity, which they were doing and also gave some very useful suggestions, how they could kind of contribute. And likewise, some other participations, let's say, there was one participant who was specializing in semiconductor industry and how semiconductor industry could be utilized in renewable energy as well as in healthcare. So, these kinds of path breaking technologies which they are dealing with or which they are very comfortably working with abroad, there was this clear inclination on the part of the participants to give back so that is where the question that when we're talking about brain drain to brain gain, so, the Government is now providing various ways and various policies, various mechanisms by which people especially in the scientific field, and educational field could come back to the country not perhaps for a longer period, but even for shorter durations, where they can do joint research, joint publications, exchange of students, exchange of faculties. So, there are various possibilities which we have been discussing, some programs are already publicized and known, but then there are various new programs, which we are planning. Prime Minister is very keen to engage very closely with the diaspora and also with the various academic institutions of higher learning globally where our Indian diaspora members are doing either research or teaching. So, this is something which we are closely working at. So, I'll pass on to Mr. Saurabh Kumar.

And this is also one of the things which we are talking about, you know, when we are looking at revamping the immigration bill and other things, so how best we could encourage should we link this with some incentives like insurance scheme, or other things so that people come forward to register.

Prime Minister had very good meetings with the both President Santokhi and President Irfaan Ali, both the meetings went well beyond the scheduled time. There was a lot of warmth in the meeting. And substantive discussions took place in these meetings. There was appreciation of the Prime Minister's leadership and it was conveyed that Caribbean region and the Latin American region would like to engage more with India and some discussions in this context also took place. Somebody asked about employment and investment, definitely employment and investment were part of the discussion. Dr. Ausaf Sayeed, Secretary (CPV & OIA): One thing I would like to say, when you had so much gathering and we had taken all precautions relating to COVID. In anticipation, there were ambulances. There were testing facilities and everything but touchwood we didn't have any major health related emergency, major medical emergency, you know, there was one incident of some minor medical thing which was immediately attended to by the local doctors. So, I think that all goes to show the micromanagement which has gone into planning this event and to make it a success in Indore. I would once again reiterate that we got full support from the administration, you know, local administration, Government of Madhya Pradesh, Doctors of Indore, and the Municipal Administration.
