Good afternoon, everyone!
Let me tell you, it is a lifetime occasion for me to be face to face with those who will change the face of India. The world is talking about demographic dividend, you represent that demographic dividend. Our Bharat is rich in it.

कोटा का तो नाम ही अलग है, इसका नाम आते ही कई चीजें एक साथ दिमाग में आ जाती हैं। Knowledge city, city that is full of young minds, brilliant minds, in pursuit of knowledge, sacrificing everything to achieve their aspirations. My greetings to all of you.

Let me go back to when I was a student like you, मेरे साथ क्या बीता, मैंने क्या देखा, कितनी कठिनाइयां थी और अचानक पूरा जीवन बदल गया.. The factor was education. गांव के छोटे से स्कूल में पढ़ता था, अंग्रेजी की पढ़ाई वहां थी नहीं.. मैं अंग्रेजी पर ज्यादा ज़ोर नहीं देता.. जो दम हमारी भारतीय भाषाओं में है, वह अंग्रेजी में नहीं है। When we dream in our own language, why should we speak some other language? भारतीय संविधान को पढ़िए, संविधान निर्माताओं ने कहा.. कि एक commission बनाई है जो तय करेगा.. कि धीरे-धीरे अंग्रेजी कम हो और धीरे-धीरे हिंदी बढ़ाई जाए। कार्य सफल हो गया, अमृतकाल भी आ गया.. जैसा सोचा था वैसा तो नहीं हुआ पर हम सही रास्ते पर हैं।

आप लोग इतने भयानक कंपटीशन में हो, इतनी टेंशन और स्ट्रेस में हो.. इतना obsession है result के लिए.. क्या आपका पूरा मानसिक तंत्र प्रभावित है। हमारे जमाने में क्या होता था.. बच्चे का जन्म हुआ नहीं, सभी रिश्तेदारों ने तय कर लिया आई.ए.एस बनेगा, आई.पी.एस बनेगा, डॉक्टर बनेगा, इंजीनियर बनेगा, नहीं पूछा कि साइंटिस्ट और क्रिकेटर कौन बनेगा? फुटबॉलर कौन बनेगा? जो दुनिया का नजारा बदलेगा।

आज मैं देखता हूं कि बहुत सी Trainees मुझे मिलने आते हैं,they are called probationers when they are inducted into their service. मैं पूछता हूं background क्या है? कोई डॉक्टर कोई इंजीनियर.. कोई IIT से है.. कोई IIM से है। पर अब भारत बदल गया है। You are fortunate children of Bharat because you are living at a time when the ecosystem is supporting you to fully exploit your talent, your energy or potential to accomplish your dreams and aspirations. ऐसा पहले नहीं था।
हाथ कंगन को आरसी क्या, और पढ़े लिखे को फारसी क्या.. यही कहते हैं ना.. Look at the number of Startups you have, our startups figure runs into tens of thousands.
वह किनका नज़ारा है? आप लोगों की उम्र के बच्चे बच्चियों का.

India has the highest number of unicorns, दुनिया आज चकित हो गई है, उनकी समझ में नहीं आ रहा जो भारत का नज़ारा है आज! हम में से कुछ लोग परेशान है, मजबूत भारत को वह मजबूर क्यों करना चाहते हैं? जब हमारी human-equity, human -capital, cultural depth दुनिया में बेमिसाल है, then why should we be on the back foot? India has the most dynamic, most talented resource of young minds like you. लेकिन आपको और मुझे एक चिंता सताती है, जब पढ़ता था तो डर लगता था, क्या होगा मैं second आ गया तो? मैं इस डर के साथ जिया, और हमेशा टॉपर रहा। मुझे जिंदगी में बहुत बाद में पता चला, नंबर - 2 आ जाता तो क्या होता- कुछ नहीं होता! जो नंबर - 1 आता उसको खुशी मिल जाती. Therefore take note of one fundamental thing, heavens have never fallen, and I can assure you that they will never fall. Therefore never think it is the end of the road. Never think it is the last opportunity. Never have the fear of failure. Fear of failure is the worst kind of a disease, यह Covid से भी ज्यादा खतरनाक है.. Failure means you had the courage and conviction to try! आप उनसे तो मजबूत हैं जो इतना डर गए और कोशिश भी नहीं कर रहे। आप कम से कम कोशिश तो कर रहे हैं।

It is required of human genius to have an idea, innovate about that idea and execute it. Forget about the failure. दुनिया में कोई भी चमत्कारी काम प्रथम प्रयास में नहीं होता। It has always been after terrible failures. In 2019, I was the Governor state of West Bengal, I invited boys and girls of your age to Science City, Kolkata, in a very large number, they wanted to see Chandrayaan- 2 land. I was there with my wife, around 1:00 a.m. the soft landing did not take place, everyone was shocked, there was pin drop silence. सबको लगा हमारी बहुत बड़ी हार हो गई. There was a mood of dejection, despondency and frustration. It was the Prime Minister, Narendra Modi, who landed at ISRO the next morning, he stood like a rock behind the Director and told the Director, we will succeed next time. The Prime Minister of the country turned prophetic and Chandrayan- 3 landed on the moon. अगर Chandrayaan-2 नहीं होता तो.. Chandrayaan-3 का success नहीं होता। It was not the failure of Chandrayaan 2, the Chandrayaan 2 was more than 96% successful.. Chandrayan 3 was 100%. Therefore never fear failure, never fear setback.

Behave like a river, don't be a canal. A canal is cemented, but a river meanders and serves the society at large. It impacts large amounts of land and leads to the growth of civilizations. Do as per your aptitude and attitude. Don't be driven by family, friends, neighbours… कि उसने करिश्मा कर लिया तो मैं भी कर लूंगा. No. Destiny will take you where you have to go, but you will have to be in the right groove.

Have you heard the name of Steve Jobs? What happened to him in college? He dropped out after first semester. अपने यहां यह नहीं जानते कि जो ड्रॉपआउट कर रहा है वह सोच समझकर अपना निर्णय ले रहा है। यदि अगर स्टीव जॉब्स उस समय प्रेशर में होता कि मन है या बे-मन है, परिवार क्या सोचेगा, टीचर क्या सोचेंगे, दोस्त क्या सोचेंगे समाज क्या सोचेगा, तो यह Apple अपने से दूर हो जाता। He took that initiative because he went after his own inclination, his own aptitude. Don't allow others to dictate your course of action. Have you heard the name of Bill Gates? He is a drop-out from Harvard University. He could not face the curriculum stress for the benchmark required, and we got Microsoft. Microsoft was a joint venture, उनका साथ दिया था Paul Allen ने। He too is a drop out from Washington State University.

कहने का मतलब यह है कि आपका talent, आपका conviction, आपकी directional-approach आपकी डिग्री में नियत नहीं है। I don't want to ridicule any degree. पर आपका मन क्या कहता है? यदि आपका मन कहता है चेस खेलने को और मैं चली जाऊं क्रिकेट खेलने तो क्या होगा?
Dell computers was founded by Michael Dell, he was a dropout from University of Texas. Facebook देख लो, WhatsApp को देख लो, Uber को देख लो, क्या कमाल का काम किया है इनके निर्माताओं ने। आज के दिन में आपको कह दूं, you have the entire world at your disposal. Think out of the box. India is home to 1.4 billion people, they are your consumers, your customers. Our population is our asset, not a challenge. You need to focus on how their lives can be made easier.

I would like to share with you two examples, you will know much better because this is an informed audience. Per capita data consumption of an Indian is more than that of USA and China taken together. This is our achievement. When it comes to skilling, when it comes to learning, every Indian boy and girl is born as an Eklavya. उसको कोई सिखाएं या ना सिखाएं वह अपने आप ही सीख जाते हैं। और यह करिश्मा अब जमीन पर नजर आने लग गया है।
आप में से कितने लोग गांव से हैं? देखिए पहले बिजली के बिल की लंबी कतार लगती थी, और आधे दिन की छुट्टी लेनी पड़ती थी बिल जमा कराने के लिए, पानी की दिक्कत थी, यही हाल रेलवे टिकट का था, पासपोर्ट अप्लाई करने का तो पता ही नहीं होता था कैसे करें।

आज किसी भी गांव में चले जाइए- कोई ना कोई रेलवे टिकट करा देगा, Roadways और Railways दोनों की, पासपोर्ट का मामला भी आराम से हो जाएगा। सर्विस डिलीवरी अब Technology driven हो गई है. Everything is in your palm now; this development has taken place in India. यह डेवलपमेंट जो आप कहते हो आपके स्मार्टफोन से नहीं हुआ है, इसका एक व्यापक ढांचा सरकार ने तैयार किया है so that your instrument is operational.

जब मैं 1989 में लोकसभा का सदस्य बना, आप में से ज्यादातर लोगों का जन्म भी नहीं हुआ था… India was at rock bottom. Our financial stability and credibility were at stake. Foreign Exchange Reserves had fallen to less than 2 billion dollars. Our gold had to be put in a plane and sent abroad in physical form to sustain our credibility. Today foreign exchange reserve stands at 600 billion dollars. ऐसा मौका भी आता है कि हम 15 दिन में चार पांच बिलियन डॉलर add कर देते हैं। That is the spinal strength of Indian economy.

I remember in 2013, five countries in the world were called Fragile Five: Brazil, Turkey, Indonesia, South Africa and India, कि छू दोगे तो बिखर जाएंगे। इन पांच में भारत भी एक था। Today when you are living in Amrit Kaal, Bharat is one of the top five global economies in the world. In attaining this phenomenal growth, हमने उन अंग्रेजों को पछाड़ा जिन्होंने सदियों तक हम पर राज किया। Boys and girls have it from me, I am saying from full sense of responsibility, IMF is very right when it says India is a bright star in global economy. India is favourite destination for opportunity and investment. By turn of the decade, Bharat will be the third largest global economy. You may not be aware, भ्रष्टाचार ने हमारे सिस्टम को दीमक की तरह खोखला कर दिया था। Power corridors में power brokers थे, दलालों का राज था। भ्रष्टाचार चरम सीमा पर था। Now power corridors have been sanitized of power brokers. You don't have to suffer the brunt of corruption now. There was a system where extra-legal leveraging in decision-making was the order of the day. Now this is not the case.

Transparency and accountability- इस सरकार ने एक अच्छा काम किया है power brokers को जड़ से खत्म कर दिया है, यह इंडस्ट्री खत्म हो चुकी है। आज power corridors में power brokers नहीं है क्योंकि technology का use किया गया है। इससे transparency आती है, ease of governance आती है और accountability आती है। मैं किसान परिवार से आता हूं; हर साल 3 बार 11 करोड़ से अधिक किसानों को, उनके बैंक में सीधे पैसा डाला जाता है। My point is not about 11 crore farmers, my point is not about them getting more than 2.5 lakh crores.. Look at the big change that both the government is ready to send the money digitally and the people are ready to receive the money digitally. Our system has been empowered, this is development.

India constituted 46% of the global digital transactions in 2022, accounting for four times the digital transactions of the USA, UK, France, Germany taken together. Learn about MUDRA scheme, it gives money to you to be job creators, to be entrepreneurs. इस पूरे मामले में, I have some expectations from the young minds, from young professionals like you. You are the future, you are the foot soldiers of India who will take Bharat to 2047 at the peak. Please have zero accommodation for corruption. आपको कैसा लगता है कि जब किसी आदमी को नोटिस मिलता है, वह सड़क पर आ जाता है? यह कोई तरीका है। आप न्यायालय जाइए to seek relief, use your social media for it. कोई भी आदमी अगर सिस्टम से suffer कर रहा है उसे नोटिस मिल गया, ED, CBI, Income Tax.. किसी भी संस्था का मिल गया... तो आप सड़क पर आ गए?

How can we tolerate it? We have a robust judicial system. I am the Chairman of Rajya Sabha, by virtue of being the Vice-President of the country, आप क्या चाहते हो राज्यसभा में? Dialogue, debate, discussions and deliberations, यह तो हम करते ही नहीं। जिनको आप चुनकर भेजते हो, जो देश के भाग्य विधाता हैं, जो कानून बनाते हैं, if they don't engage in debate, deliberation, dialogue and discussion, आपको बुरा लगता होगा कि यह हमारा काम ही नहीं कर रहे।

Our Constituent Assembly met for three years to frame the constitution. There was not a single disruption. एक बार भी वेल में नहीं आए, एक बार भी स्लोगन शाउटिंग नहीं हुई, एक बार भी प्लेकार्ड नहीं दिखाया। हम उनको follow क्यों नहीं करते? Every one of you is a nerve centre and an epicentre, you can make a demand. How can your representatives not engage in discussion and debate?
I would tell you all, don't reject others' points of view, you hear it, understand it, it is not necessary for you to accept it. One issue came- One Nation One Election, कहते हम लोग चर्चा ही नहीं करेंगे! चर्चा करना आपका काम है। Agree या Disagree करना आपका विवेक है।
Democracy में चर्चा नहीं होगी तो democracy कहां है? Democratic values, democratic essence requires deliberations and discussions, वह नहीं करेंगे तो आपका करियर कैसे सुधरेगा? We have to work in a manner that आप लोगों का भविष्य और उज्जवल हो।

In the end, I would like to say we must always be proud of our country. We are proud Indians and we must take pride in our phenomenal growth. हमारी growth दुनिया को आश्चर्यचकित करती है। आज के दिन दुनिया में भारतीय होना आपके लिए सम्मान की बात है, यह आपके लिए opportunity है। Lastly, we have our fundamental rights, they are precious rights. We have fundamental duties also, आप duties पर ध्यान दीजिए और ऐसा कीजिए कि इनके बारे में बताना शुरू कीजिए.. जबरदस्त बदलाव आएगा.. बड़े बदलाव हमेशा छोटे काम से आते हैं। जब प्रधानमंत्री जी ने झाड़ू लेकर कहा स्वच्छ भारत.. तो अपने करिश्मा देख लिया, हर घर टॉयलेट, हर घर नल..उसमे जल!

Democracy is not for putting money in your pocket or in your bank account and you become my follower, my fan. I am doing great injustice to you. I should not be empowering your pocket; rather, I should be empowering your mind, I must generate in you a desire to help yourself. यह जो सिस्टम चल रहा है, यह खतरनाक है, दुनिया के कई देशों ने इसे आजमा कर बड़ी कीमत दी है। If there is no Capital Expenditure, can there be growth? Not possible. Capital expenditure creates asset and infrastructure. वो करने के बजाए यदि कोई सरकार या सरकारी तंत्र लोगों की जेब गर्म करता है, उनको प्रभावित करता है, उनको आकर्षित करता है for short term gain, it is a long-term damage to the nation.
