Napa County strengthens Volunteer Firefighter Program through restructuring

NAPA COUNTY - Continuing its dedication to enhancing public safety and community support, the Napa County Fire Department has outlined a comprehensive restructuring of its Volunteer Firefighter Program. Presented to the Napa County Board of Supervisors on April 23, the updates signify a pivotal shift, with the nine volunteer fire departments becoming Napa County Fire Department stations. This restructuring includes individual agreements with volunteer firefighters, updated policies and procedures to meet the latest safety regulations and guidelines, the transition from "volunteer fire chief" to "lead captain," and changes to the hierarchy of the fire department.

Napa County has a proud history of volunteer firefighters dating back to the 1800s. The current organizational structure was established in 1973, utilizing a combination model of paid firefighters contracted through CAL FIRE, working in conjunction with volunteer firefighters. After more than two decades of deliberation and four grand jury reports pointing to a need for structural adjustments, this reorganization marks a significant milestone.

"To get to this point, we've had many meetings with stakeholders, including CAL FIRE and our volunteer firefighters," said Napa County Fire Chief Mike Marcucci. "The reorganization clarifies the chain of command in order to conform to today's fire department standards to ultimately create consistency, support, and recognition of the time and effort of our volunteer firefighters."

In a nod to tradition, most roles within the volunteer fire department will be preserved, while avenues for advancement through the ranks will be established. There will also be additional training for volunteer firefighters, reimbursement for volunteered time, stipends, and the formation of an ad hoc committee to provide input on policies and procedures.

"The changes are a testament to the county's unwavering commitment to fire protection and mitigation," said Napa County Board of Supervisors Chair Joelle Gallagher. "The reorganization recognizes the invaluable contributions of our volunteer firefighters and the county's support of not only their role, but their dedication to protect our community."

The changes go into effect July 1, 2024.

In October of 2023, Napa County added the positions of fire administrator, fire project manager, and fire marshal to support the changes.
