PSA, DSWD forms a working group to utilize CBMS and PhilSys towards strengthened social protection programs

The Philippine Statistics Authority (PSA) and the Department of Social Welfare and Development (DSWD) formed a Technical Working Group (TWG) that would propel the interoperability of the Community-Based Monitoring System (CBMS) and Listahanan for beneficiary targeting, back-to-back with the Philippine Identification System (PhilSys) Registry for cleaning possible duplicates.

"The PSA is ready. Though the initial plan is to roll out CBMS in 2025, there is an urgent need to have a new database for better targeting post-pandemic. The data collected during the CBMS pilot is already shared with the concerned local government units (LGUs) and some have already started using it like Baguio City," said PSA Undersecretary Claire Dennis S. Mapa, National Statistician and Civil Registrar General.

In 2019, through RA 11315 or the CBMS Act, the PSA was mandated to lead the implementation of the CBMS. As of 19 May 2023, the PSA has already covered 701 LGUs for the CBMS. Data has been turned over to 9 pilot LGUs that conducted their CBMS in 2021 while data from 635 LGUs that participated in the first PSA-led CBMS synchronous rollout is currently undergoing processing and validation. This year, the PSA is providing technical support to 57 LGUs conducting CBMS operations using their own funds.

The CBMS collects statistical and geospatial information for local-level planning and beneficiary targeting. It enables local governments to exercise data-driven decision making as well as support national government agencies in targeting beneficiaries.

"Secretary [Rex Gatchalian] wants us to work with the PSA and encourages us to push ways for the collaboration on data collection through CBMS and the subsequent conduct of the Proxy Means Test and the processes that these initiatives would entail," said DSWD Undersecretary Vilma B. Cabrera, head of the National Household Targeting System and Pantawid Pamilyang Pilipino Program cluster of DSWD.

The first coordination meeting of the TWG set the creation of two subgroups: (1) on statistics for the CBMS and poverty and (2) on information technology for PhilSys.

On 16 May 2023, the PSA successfully forwarded to the DSWD the result of data matching of the Listahanan 3 database against the PhilSys registry, including a total of 50,443 possible duplicate records - the first of the many use cases foreseen for the national ID system in terms of reducing leakages on government programs.

Registered individuals in the PhilSys Registry are at 78,963,317 as of 19 May 2023.

"The PSA has registered the majority of the adult population to PhilSys and right now, our registration priority is children. We hope that the DSWD can help us encourage parents to register their kids to the national ID during various activities held by the Department such as the 4Ps," added Usec. Mapa. School-based PhilSys registration activities are currently being conducted by PSA Field Offices nationwide.
