PennDOT Announces Public Meeting and Online Plans Display for the SR 3015, Section 270, Superstructure Replacement Project over Lackawanna River in Moosic and Old Forge Boroughs, Lackawanna County

Dunmore, PA- The Pennsylvania Department of Transportation (PennDOT) invites the public to a virtual and public plans display regarding the SR 3015 (N Third Street), Section 270 Superstructure Replacement Project over Lackawanna County. The public plans display will be held at the Old Forge Municipal Building (310 South Main Street, Old Forge, PA) on November 14, 2023, beginning at 6:30 PM.

The purpose of the project is to provide a sustainable crossing over the Lackawanna River that provides a two-lane bridge, addresses structural and hydraulic deficiencies of the existing structure, and provides continued access to local residents, businesses, and emergency services.

The project consists of replacing the existing two-span steel I-beam superstructure on the existing bridge over the Lackawanna River in Moosic and Old Forge Boroughs. The permanent approach roadway work will include tie-ins with the existing roadway, concrete curb, and sidewalk replacement. Additionally, guide rail updates, a new concrete bridge barrier to protect pedestrians on the sidewalk from traffic, and new drainage inlets & pipes. There will be three utility poles that will require relocation along with a temporary relocation of the existing waterline which is all necessary to safely construct the project.

Local traffic to nearby businesses and residences located in between the existing bridge and the intersection of Monroe Street in Old Forge Borough will be maintained utilizing a single-lane pattern with a temporary traffic signal.

A detour for through traffic will be required utilizing all state roads. Route 3015 (Moosic Road) will be closed in between the driveway to the LT Verrastro Property and Monroe Street in Old Forge Borough. The 1.9-mile detour will utilize Route 3013 (Main Street - Old Forge), Route 3019 (Lonesome Road), and Route 3024 (Main Street - Moosic). Emergency Service providers will be permitted full use of Route 3015 (Moosic Road) during the duration of the detour.

It is anticipated that construction will begin spring/summer of 2025 and will be complete by the fall of 2026. No work or detours will take place during the winter months of late 2025 - early 2026.

The virtual plans display will be available online from October 30, 2023, to November 28, 2023. The purpose of the plans display is to introduce the project, display and describe the planned detour, and receive public input regarding questions or concerns with the project. The public is encouraged to respond to the public questionnaire and provide comments by clicking on the Public Questionnaire.
