Chernomortransneft Holds Emergency Response Drill in Black Sea Water Area

Chernomortransneft and Transneft Service have conducted a scheduled emergency response drill (ERD) on containment and elimination of a simulated oil spill in the waters of the port of Novorossiysk in the Black Sea Water Area.

The goal of the drill was to improve the skills, level of training and efficiency of interaction between on-duty divisions of the Sheskharis oil transshipment depot (OTD) of Chernomortransneft and the professional emergency rescue team (PERT) of Transneft Service when preventing and eliminating oil leakages. 32 people and 5 crews of Transneft Service's sea crafts were involved in the ERD.

According to the scenario of the drill, the dispatcher of the Sheskharis oil transshipment depot received a signal of an accident at the facility's process section which resulted in a simulated oil spill with a volume of 270 m3. From the Sheskharis industrial site, crude conditionally penetrated the bay. The 'oil spill' with an area of 12 000 m2 moved in the direction of the fairway of the port of Novorossiysk to the anchorage area under the influence of a constant circulating current and north-west wind of 5-6 m/s. After notifying the organisations, services and units involved in the drill, the forces and means of the professional emergency rescue team (PERT) of Transneft Service arrived at the site. The conditional oil spill was localised using booms. The oily mixture collected by a skimmer (a device for collecting oil) from the sea surface was loaded onto a storage vessel and transported to the port.

Conformity with the set time standards for certain stages of work was verified; knowledge, skills and abilities of the personnel to correctly, clearly and efficiently use the knowledge of regulatory, technical and operational documentation, including compliance with industrial, fire, environmental safety and occupational health regulations, were assessed as part of the drill.

Representatives of Transneft and Chernomortransneft observed the marine emergency response drill. As noted based on the ERD results, the professional emergency rescue teams of Transneft Service, the dispatcher division, the committee for emergencies (CE) and industrial safety (IS) of the Sheskharis TC that arranged the measures to improve the operational reliability of Chernomortransneft's main process facilities in an emergency, successfully coped with the tasks. The drill demonstrated the companies' high preparedness to eliminate an emergency in their responsibility area within a set deadline.
