Visit to the Intelligent Communication and Control Command Centre, 091

Spain hosted a Ghanaian delegation made up of representatives of the Counter Terrorism Fusion Centre and senior members of the security forces in the north of the country. The aim of the visit was to give them first-hand knowledge of the mechanisms and protocols in force in Spain for the fight against terrorism, both tactical and coordination.

Thanks to this visit, the Ghanaian specialists were able to understand how the National Police captures and manages anti-terrorist intelligence, as well as the protocols for action in the event of any terrorist incident or attack. To this end, they visited different security units distributed throughout the national territory. From the visit to the 091 Intelligent Communication and Control Command Centre (CIMACC), through the Police Intervention Unit (PIU), the General Commissariat of Scientific Police (GCSP), the General Commissariat of Information (GGI), the Police Academy of Ávila and ending their visit at the Local Police Headquarters of Granada, a decentralised police station that obtains information from primary sources and channels it through the above-mentioned institutions.

The visit was organised in the framework of the European project, NORPREVSEC. The Ghanaian delegation, accompanied by the project team, had the opportunity to compare their national security system with the Spanish one and identify possible areas for improvement. The project team is working to respond to these needs, and the visit was crucial for the Ghanaian partners to be inspired by a model that is an international reference in the fight against terrorism.

Counter-terrorism in Ghana

The main objective of the project is to support the fight against terrorism and violent extremism in northern Ghana. The project is structured around two main pillars: capacity building of Ghanaian law enforcement personnel and the development of inter-agency coordination mechanisms with the capital in terms of counter-terrorism intelligence gathering, analysis and sharing.
