A vision for health for all by 2030 – WHO and the Ukrainian Ministry of Health unveil a new country cooperation strategy

In a significant step towards enhancing public health in Ukraine, WHO and the Government of Ukraine have jointly released the WHO Country Cooperation Strategy, Ukraine 2024-2030. The Strategy was published following a joint planning session where the parties also agreed on the key focus areas for 2024.

This ambitious plan will focus on health system strengthening and financing, and European Union (EU) accession. It aims to build a resilient, people-centred health system capable of delivering high-quality care to all residents, regardless of their ability to pay, and to navigate the complex health challenges posed by the ongoing war and corresponding public health threats.

The Strategy outlines WHO's commitment to support Ukraine in its efforts to reform the health system, emphasizing the need for investment in health-care infrastructure, workforce development, and the implementation of reforms to align with EU standards and achieve health for all.

The unveiling took place against a backdrop of continued adversity, including the devastating impacts of the COVID-19 pandemic and the full-scale invasion by the Russian Federation, which have severely damaged health infrastructure, caused thousands of deaths and led to mass displacement.

Dr Jarno Habicht, WHO Representative in Ukraine, highlighted the urgency of the Strategy, stating, "Investing now in the health system is crucial for addressing the immediate needs posed by the war, as well as for laying the groundwork for a healthier, more resilient Ukraine in the future. As WHO marks 30 years of unwavering presence in Ukraine, we view the new Strategy as a reaffirmation of our commitment to stand alongside Ukraine."

The Strategy focuses on 3 key priorities: ensuring universal access to quality health services, preventing and reducing major health risks, and supporting health system reforms. These priorities aim to address the wide range of challenges faced by Ukraine, including the burden of noncommunicable diseases, the threat of communicable diseases such as tuberculosis and HIV, and the need for comprehensive mental health and rehabilitation services.

Emphasizing the importance of a collaborative approach, WHO plans to work closely with the Ukrainian Government, international partners and local communities to implement the Strategy. This includes leveraging WHO's extensive network of experts and resources, both within Ukraine and globally, to provide technical and operational support.

The Strategy also acknowledges the need for a multisectoral response to health challenges, recognizing that factors such as education, employment and environmental health play critical roles in determining health outcomes. As such, WHO commits to working in partnership with various stakeholders to address the social and economic determinants of health and to promote community empowerment and human rights.

In his remarks, Dr Hans Henri P. Kluge, WHO Regional Director for Europe, stressed the significance of mental health support and the integration of health services to address the trauma of war and displacement: "Mental health is a critical component of our Strategy, reflecting our understanding that the scars of war are not only physical but also psychological."

The release of the Strategy marks a pivotal moment in Ukraine's health sector reform efforts. It offers a roadmap for building a health system that is not only capable of withstanding current challenges, but also prepared for future threats. With a strong emphasis on equity, resilience and sustainability, the Strategy sets a clear vision for a healthier Ukraine by 2030.

As Ukraine faces the dual challenges of recovery from the pandemic and rebuilding in the wake of an ongoing war, the Strategy serves as a beacon of hope. It underscores the international community's support for Ukraine's journey towards a healthier future and the shared commitment to ensuring that every person in Ukraine has the opportunity to live a longer, healthier life.
