Town of Russell - Barry Pit Permit Modification

Negative Declaration

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Barry Pit Permit Modification will not have a significant adverse environmental impact. The action involves a proposal to modify an existing mining permit for the Barry Pit. The modification involves increasing the Life of Mine (LOM) area by 55.0 acres to a total of 70.0 acres. No changes to the method of mining are proposed. Mining activity will not take place below the water table. The reclamation plan of the proposed expansion area involves grading all slopes, covering the affected area with a minimum of 6 inches of topsoil and seeding with an approved seed mixture. The reviewed area in this modification application is 55.0 acres. The project is located east of County Route 21, approximately 1.25 miles north of the County Route 21 and County Route 24 intersection in the Town of Russell, New York.
