Amended Negative Declaration

Onondaga County - The Onondaga County Industrial Development Agency (OCIDA), as lead agency, has determined that the proposed OHB Redev, LLC- District East will not have a significant adverse environmental impact. The action involves a proposal by OHB Redev, LLC (Applicant) to demolish the bulk of the existing former Shoppingtown Mall to facilitate its redevelopment into a walkable, mixed-use town center development, inclusive of retail, entertainment, office, residential, and open space. The Project is anticipated to include 1.96 million square foot of leasable space inclusive of 912 dwelling units in 33 structures of up to six stories in height. In addition, a new street grid that will incorporate sidewalks, bicycle infrastructure, pedestrian scale lighting, street trees, and on-street parking will be constructed. The Project will also include surface parking areas and will utilize the existing parking garage in order to provide up to 4,105 parking spaces. As part of its application to OCIDA, in addition to potential exemptions from certain sales and use taxes, real property taxes, real estate transfer taxes and mortgage recording taxes (subject to certain statutory limitations), the Applicant is requesting that OCIDA exercise its authority to acquire certain lands and real property rights by negotiated purchase or through the exercise of its power of eminent domain for the former Sears sites (tax map lots 063.-01-2.4 and 063.-01-2.5) totaling 2.54 acres and Macy's site (tax lot 063.-01-02.3) totaling 1.67 acres pursuant to and consistent with the EDPL for the purposes of acquiring all needed rights for a unified and comprehensive redevelopment of the overall 69 ± acre site.

On October 12, 2023, OCIDA issued a negative declaration for the proposed action. Upon receiving additional comments regarding sufficiency of the environmental review, OCIDA requested that the Applicant provide an updated analysis of the noise associated with the project. An updated analysis was submitted, OCIDA undertook review of the updated information, and further considered the potential noise impacts associated with the Project. As a consequence of the review, on February 15, 2024, OCIDA issued an Amended Negative Declaration for the Project.

The project is located in the Town of Dewitt, new York.
