Russia's escalation of its war of aggression against Ukraine

Starting at 9.00, MEPs will discuss the latest developments in the Russian war against Ukraine with Commission President von der Leyen, High Representative Borrell and Czech Minister for European Affairs Bek. The illegal annexation of several Ukraine regions, the drafting of Russian reservists, Putin's nuclear threats, and the unexplained ruptures in the Nord Stream pipelines will be the focus of the debate, as will be the EU's response. Plenary will summarise its views in a resolution to be voted by MEPs tomorrow.

Energy crisis and the EU's strategy: Parliament to take position

Following a plenary debate held on 13 September, Parliament will vote at noon on a resolution assessing the exceptional measures proposed by the European Commission to protect consumers and businesses from rising energy costs. Reducing electricity demand and redistributing the extraordinary revenues of energy companies to consumers are among the priorities.

Accession of Bulgaria and Romania to the Schengen zone

MEPs are set to insist, in a debate with Commission Vice-President Schinas and Czech Minister for European Affairs Bek around 14.00, that Bulgaria and Romania should join the free-movement Schengen area, given that both countries already meet the requirements to do so. They will vote on a resolution during the 17-20 October plenary session.

In brief:

Fighting propaganda by European allies of Russia. At 13.00, MEPs are set to discuss the tools at the EU's disposal to counter anti-European and anti-Ukrainian propaganda of Putin's European cronies, in this session's topical debate with Commission Vice-President Schinas.

Human rights and democracy issues in Haiti, Myanmar and Ethiopia. Starting around 17.00, plenary will discuss gang violence in Haiti, a crackdown on media freedom in Myanmar, and the humanitarian crisis, affecting particularly children, in Tigray (Ethiopia). MEPs will adopt resolutions on the three topics tomorrow.

The Dutch childcare benefit scandal. In the evening, MEPs will quiz Commissioner Dalli over institutional racism and use of algorithms, alongside possible lessons from the childcare benefit scandal in the Netherlands that last year led to the resignation of the Government.

Votes

Between 12.00 and 13.00, MEPs will vote, among others, on:

• the situation of Roma people living in settlements in the EU, and
• the EU's position ahead of the global UN meeting on the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
