PSA Board Approves the Adoption of New Sampling Design for Crops Production Survey (CrPS)

29 June 2023 - QUEZON CITY. The Philippine Statistics Authority (PSA) Board approved the adoption of the new sampling design of the Crops Production Survey (CrPS) through PSA Board Resolution No. 14, Series of 2023 entitled, "Approving and Adopting the New Sampling Design of the Crops Production Survey". The said resolution was signed by PSA Board Chairperson and National Economic and Development Authority Secretary Arsenio M. Balisacan and was attested by PSA Undersecretary and National Statistician and Civil Registrar General Claire Dennis S. Mapa on 29 June 2023 in Quezon City.

The CrPS is conducted quarterly by the PSA to generate estimates on volume of production, area planted/harvested, and number of bearing trees/hills/vines for crops other than palay and corn at the national and sub-national levels. The current sampling design of the CrPS may not be able to include those barangays that are top producers of the commodity as samples because it uses city/municipality as Primary Sampling Unit (PSU). Moreover, it combines the household-based and establishment-based farms into one sampling design.

The new sampling design for CrPS will use two separate sampling designs for household-based and establishment-based, both with province as domain. The details are as follows:

1. For CrPS: Household, a two-stage sampling design with two-way stratification will be employed. The stratification variables are the number of trees/hills/vines for permanent crops and the area harvested/planted for temporary crops. The barangay is the PSU, which will be selected using Simple Random Sampling (SRS) with a sampling rate of 25.0 percent of producing barangays. The Secondary Sampling Unit is the household, which will be selected using SRS and six households will be the sample size per barangay. A panel sample of barangays will be maintained for a year and the sample households will be rotated quarterly. The sampling frame is the 2012 Census of Agriculture and Fisheries (CAF) with updates based on the results of the current CrPS and 2022 CAF.

2. For CrPS: Establishment, a one-stage stratified sampling design with total employment per crop as stratification variable. The sample size per domain and per crop is computed based on the 7.0 percent target coefficient of variation, while complete enumeration will be employed for domain with less than four establishments per crop. A panel sample of establishments will be maintained for a year and a new set of sample establishments will be selected every first quarter of the succeeding year. The sampling frame is the 2021 List of Establishments (LE) and will be constantly updated using the most recent LE results.

The new sampling design increases the precision of estimates as indicated in the simulation results and confirmed in the pilot survey results conducted in 2022 and 2023. Hence, it generates more reliable crops statistics.

The PSA will implement the new sampling design of the CrPS starting the third quarter of 2023.

The redesigning of the CrPS is a collaborative activity of the Statistical Methodology Unit and the Crops Statistics Division of the PSA.
