GO Bond Prop B - Streets Roadways and Mobility

This update highlights progress on the Proposition B Streets, Roadways and Mobility Improvements from the 2019 GO Bond. In May 2019 voters approved general obligation bonds allocating $72 million for 10 traffic and mobility projects. Projects include Lane & Intersection Improvements, New Traffic Signals, Road Extensions and Reconstructions, as well as new access from I-45 and the Grand Parkway Addition. Many of these projects are City funded, but some are being done in conjunction with other local entities such as TxDOT, TIRZ 2 and City of Webster. Some of the projects have been broken into smaller, phased projects to improve efficiency of design and construction.

There are currently a total of 14 individual projects. In November 2021, the city held a public meeting to discuss the Walker Street Extension (Texas Ave to FM 270). As a result of the discussion the project was cancelled and removed from the CIP. At the September 26, 2023 Council meeting a resolution removing the New I-45 Frontage Road to Hobbs Road (Winfield Road) project from the May 2019 GO Bond project list and the FY2024-2028 CIP was passed along with a resolution to name a new roadway Winfield Parkway that connects Landing Blvd and Maple Leaf Drive.

Six projects have been completed which include:

  • Calder Road South Reconstruction
  • League City Parkway Lane Improvements at Hobbs Road
  • League City Parkway Traffic Signal at Brittany Lakes Dr/Fennigan Lane
  • Traffic Systems Improvements for League City Parkway at Landing Blvd, Magnolia Lane, and W. Bay Area Blvd
  • Calder Rd Right Turn Lane at FM 517
  • Grissom Road Reconstruction

Overall, the status of the program is as follows:

Other mobility projects in the works include sidewalk improvements, asphalt streets rehabilitation and traffic signals.

Construction

SH3 & SH96 Intersection Improvements (matching funds for partnerships)

The intersection of League City Parkway and State Highway 3 requires additional turn lanes to improve the traffic flow during peak traffic hours. This project will provide additional left and right turn lanes throughout the entire intersection.

Foundations are complete. Westbound to southbound turn lanes have been installed excluding the curb. Signal installation is complete, but they have not been powered on. Staff is currently working to resolve a utility conflict at the North-East corner of the intersection between a pipeline and a small portion of storm sewer. The utility has received the TXDOT permit necessary to begin relocation construction and has estimated a tentative date of April 22nd to begin those activities. The City's contractor will provide a new construction schedule for re-mobilization to continue the intersection improvements once the relocations are complete.

Walker St Corridor Upgrades

Phase III upgrades proposed for the Walker Street corridor are meant to improve the traffic operations in the Victory Lakes (TIRZ 2) area between FM 646 and Kessler's Crossing. Improvements include:

  • New traffic signals at the Victory Lakes Dr intersection, the Kessler's Crossing intersection and the Lowe's driveway on Walker St
  • Expansion of the southbound approach of Walker St at FM 646 to 5-lanes
  • Modification of the signal at FM 646 as appropriate to accommodate lane expansions.

The current schedule for the remainder of April includes forming and pouring concrete pavement at the Kessler's Crossing intersection, installing the curbs at both Victory Lakes turn lanes, and forming and pouring sidewalk near the Victory Lakes intersection. The contractor has also recently formed up the majority of the signal controller foundations. They will be working to pour concrete for those along with installing the drill shafts for the signal poles. The project is still on schedule to be completed by the end of 2024.

Design

There are several projects in varying stages of design.

The League City Parkway at Walker Street Intersection Improvements includes the extension of the existing left turn lanes along League City Parkway onto Walker Street, installation of new dedicated right turn lanes, correction of the grade changes through the intersection, and associated signal modifications. Final design plans are under review with the City as well as TxDOT. Timing of the work will be decided once TxDOT approvals are received, the traffic control for this project will be significant so staff will aim to coordinate with other work in the area to ensure alternate routes are reasonable.

Hwy 3 & FM 518 intersection improvements adds additional left and right turn lanes throughout the intersection as well as sidewalks. Acquisition is in progress and is expected to be completed in FY 24. Utility relocations into the newly acquired right of way will follow. Construction is being funded in 2025.

The North Landing Blvd. Extension project is a proposed new four-lane roadway that will extend both Landing Blvd. and NASA 1 to intersect at a roundabout. The final engineering phase of the project is nearing completion,

and the final plan submittal has been made to TXDOT for final review. City staff

continues to work on land acquisition and utility relocation agreements. Due to escalating cost of materials and labor, the city received additional Federal funding for construction from the Houston-Galveston Area Council. Staff has also received permission to apply for acceptance into the HGAC Regional Strategic Transportation Fund which could federally fund the project 100% using transportation development credits. The City would be responsible for depositing 10% of the project cost into the fund as a requirement of participation in the program. The City received the Clear Creek crossing permit from the Army Corps of Engineers on October 31, 2023.

Segment B of Grand Parkway is an environmentally approved (not yet constructed) 28-mile, four-lane, controlled access toll road with intermittent frontage roads from I-45 South (the Gulf Freeway) in League City toward SH 35 in Alvin and on to SH 288 (the South Freeway) near Rosharon through Galveston and Brazoria counties. TxDOT posted a virtual public meeting on their website starting Tuesday, Oct. 10, 2023, which can be viewed by visiting https://www.txdot.gov/projects/hearings-meetings/houston/sh99-sh35-101023.html. The virtual public meeting consists of a pre-recorded video presentation and includes both audio and visual components.

TxDOT held in person "Open House" style meetings with the general public on 10/12/23 at the Alvin High School Cafeteria and on 10/17/23 at the Lobit Elementary/Middle School Cafeteria.
