Roadmap: Key deliverables of the 10th North American Leaders' Summit

The following commitments were negotiated jointly by all the ministries and agencies of the federal government involved in the issues.

President Andrés Manuel López Obrador met with U.S. President Joseph R. Biden and Prime Minister Justin Trudeau of Canada in Mexico City for the 10th North American Leaders' Summit (NALS). The leaders reiterated our shared values in human rights, justice, democracy, freedom and humanism.

The NALS is an ideal mechanism for strengthening partnerships to take advantage of the economic integration between Mexico, the United States and Canada, fostering regional prosperity, promoting investment, reducing inequality and poverty, and enhancing the well-being of our peoples.

In this spirit, following up on the actions of the past year that were agreed at the last NALS, the three leaders pledged to take concrete actions to achieve our shared goals across six pillars:

Diversity, Equity and Inclusion

To combat discrimination and promote diversity, equity, and the inclusion of all people, Mexico, the United States, and Canada will guide their actions to benefit communities that have been historically marginalized and vulnerable, and will advance access to well-being and prosperity for all through regional initiatives and international cooperation.

The three countries will exchange information to share good practices and strategies to promote equity and racial justice in our public policies, and they will promote forums and spaces that advance equity and justice, as well as cooperation between and with the indigenous peoples of our three countries. They will work together to combat violence against indigenous women and girls and LGBTQI+ individuals, including online gender-based harassment and abuse.

Climate Change and Environment

The three governments recognize the critical nature of taking rapid and coordinated measures to tackle the climate crisis and to take care of the environment. During the 10th NALS, the leaders pledged to reduce methane emissions and continue working in areas of trilateral interest, including technical exchanges. We will work on accelerating cooperation on energy transition policies, including the adoption of zero-emission vehicles and transitioning to cleaner fuels for the transportation sector in North America.

Trilateral collaboration on the conservation and restoration of nature will continue, including conservation led by indigenous peoples, in recognition of their important relationship with the environment. We will also explore the possibility of developing a North American hydrogen market, and make efforts to address the social cost of greenhouse gas emissions.

Competitiveness

We seek to deepen our economic cooperation, promote investment, and boost competitiveness, innovation, and resilience. Therefore, the three countries will explore ways to strengthen our regional supply chains through public-private dialogues. The North American countries understand that critical minerals are crucial for a sustainable future in the region. Therefore, they agree on the importance of making the most of the potential of the critical mineral and semiconductor supply chains by adapting government policies to increase investment, the mapping of critical mineral resources and capacity building.

Recognizing its potential as one of the most important labor markets globally, Mexico, the United States and Canada firmly believe that improving human resources is crucial to working towards increased productivity. Accordingly, the three governments commit to take an inclusive and people-centred approach, working with the private sector to promote sustainable, inclusive jobs and develop the workforce to meet our climate and well-being commitments, along with the development and training of the region's workforce and youths.

Migration and Development

The leaders reaffirm their commitment to safe, orderly and humane migration in the region, and to the core values reflected in the Los Angeles Declaration on Migration and Protection. Mexico, the United States, and Canada have agreed to accelerate collaboration and engagement with key stakeholders to implement the commitments of the Los Angeles Declaration, and to address the root causes of migration and development cooperation in the region.

The leaders have pledged to work to increase participation in and promote regular pathways as an alternative to irregular migration in the Americas, to strengthen asylum processes to ensure that help and protection is received, and to collaborate on promoting a balanced public narrative about migrants and refugees to support their valuable inclusion in the region.

Under the principles of the Los Angeles Declaration, the Government of Mexico is designing a space for job services, assistance and protection for refugees, in collaboration with international organizations. This space would provide services and alternatives for protection, documentation and labor mobility, in coordination with the Foreign Ministry, the Mexican Commission for Refugee Assistance (Comar) and the National Employment Service (SNE) of the Ministry of Labor and Social Welfare. The Governments of the United States and Canada will collaborate with the Government of Mexico and international organizations to offer services and assistance for refugees in this space, which will not include migration controls.

Health

Drawing on the lessons learned after the Covid-19 pandemic, the North American countries commit to promote the exchange of experiences and trilateral strategies, and to sign global commitments that lead to public policies with the actions necessary to protect our countries from current and future health crises.

The three countries will focus their trilateral efforts on reviewing and launching a new North American Plan for Animal and Pandemic Influenza (NAPAPI) as a platform for rapid response and agile coordination in preparing for and responding to a broader spectrum of threats to public health security, including influenza and more.

Security

Convinced that coordinated actions are essential for ensuring the security of the region, Mexico, the United States and Canada have committed to implementing strategies to build and strengthen our regional security against domestic, regional and global threats, and to combat arms and drug trafficking, and human trafficking, which is a shared threat to the three countries.

Mexico, the United States and Canada will focus on actions such as the North American Strategy to Combat Human Trafficking, the North American Drug Dialogue, developing a North American position on the Passenger Name Record (PNR), the ongoing exchange of training and best practices for emergency response to keep our communities safe, collaboration to promote nuclear safety, and the sharing of cybersecurity best practices.
