Community meetings to provide updates on Oregon Harbor of Hope facility

As the lease and contract associated with the site expire at the end of 2023, the Mayor's office has decided to step in to maintain the services provided at the Oregon Harbor of Hope facility.

We understand that many in the community expect the location to close based on agreements with Oregon Harbor of Hope, but we feel the continued crisis of homelessness in Portland requires us to continue services at this location. If we do not, the approximately 100 individuals at the location would need to find new living accommodations in short order or effectively revert back to a situation of living unsheltered on the street.

Some things will change. The City will have direct management of the location under a permit with Prosper Portland and direct control of the service provider contract. As part of the transition, we propose an effort to update the existing good neighbor agreement as we have heard much feedback on the previous agreement. As direct managers of the site, we are interested in bringing increased resources and responsiveness to the area.

This plan also requires an updated review from Oregon DEQ about the status of the property. As we pursue this review, there will be an opportunity for the public to comment to DEQ.

Below is information on planned community meetings about the facility.

Dec 6, 6pm: DEQ will host community meeting at the Food Innovation Center (1207 NW Naito Pkwy).

December 7, 6:30-7:30pm: Community Information Session on North Portland Temporary Alternative Shelter Site. (St Johns community Center, 8427 N Central St).

Dec 13, 3pm: Portland Prosper will vote on issuing a permit for this property to the City. General details on their board meetings are here.

Dec 19, 6pm: Mayor's staff to host community information session about the City's intentions to continue operating the River District Navigation Center. (Portland Building, 420 SW Main St, Room 108 conference room).
