City of Wilmington Receives GFOA’s Distinguished Budget Presentation Award

Office of Management and Budget is recognized for the 34th consecutive year

Wilmington Mayor Purzycki and the City's Office of Management and Budget Director Robert S. Greco announced today that the Government Finance Officers Association (GFOA) has once again honored Wilmington with its Distinguished Budget Presentation Award for the City's Fiscal Year 2024 Budget. According to GFOA, the award represents a significant achievement by the City, reflecting the Administration's commitment to meeting the highest principles of governmental budgeting.
This award, which pertains to the Annual Budget for the Fiscal Year beginning July 1, 2023, represents the 34th consecutive year the City has received the highest form of recognition given for governmental budgeting. In order to receive the budget award, the City had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well the City's budget serves as:

  • A Policy Document
  • A Financial Plan
  • An Operations Guide
  • A Communications Device

Budget documents must be rated at least "Proficient" in all four of the above mentioned categories, and in the 15 mandatory criteria within those categories, to receive the award. There are a total of 25 criteria in all.

"It is important that all stakeholders, but especially our citizens, be able to clearly see the resources required for the vast array of important services the Wilmington government provides, and to know that their hard-earned tax dollars are being spent wisely", said Budget Director Greco. "OMB strives each year to create a budget document that is written and formatted to be easily understood by any interested reader who wants to learn more about the strategic, fiscal, and operational workings of the City government."

"Once more I am pleased to congratulate Rob Greco and his team on this remarkable achievement, and for consistently presenting a budget that is both professionally compiled and easily understood by government employees and the public," said Mayor Purzycki. "OMB's work allows residents to see and understand exactly how their government manages programs and funding," he continued, "which is consistent with my administration's push for increased transparency and efficiency in City government."
