City Council Study Session on Housing Element HCD Comments and Proposed Responses

The City of Pleasant Hill City Council will hold a study session hybrid meeting (in-person and virtual, tele/video) on Monday, October 16, 2023, starting at 7:00 p.m.to review the State of California Housing and Community Development (HCD) comments received on the City-approved Pleasant Hill Housing Element 2023-2031 (6th Cycle). The meeting will include an overview of HCD comments received and a summary of proposed City responses. Following the presentation, the City Council will hear public comments, discuss the proposed responses, and provide comments to City staff.

The purpose of a Housing Element is to provide an assessment of current and future housing needs, identify opportunities and constraints on housing production, establish goals, policies, and programs to meet those needs, and to update City practices and regulations to reflect new State laws. The Housing Element identifies strategies and programs that focus on conserving and improving existing affordable housing, maximizing housing opportunities throughout the community, assisting in the provision of new affordable housing, removing governmental and other constraints to housing investment, and promoting fair and equal housing opportunities.
