We refuse to accept that the values of justice, openness and freedom are used against us," said National Police Commissioner Seppo Kolehmainen at the police oath ceremony held in Tampere on 4 December 2023.

In his speech given at the police oath ceremony which took place at the Police University College in Tampere on 4 December 2023, National Police Commissioner Seppo Kolehmainen emphasised the need for people to be able to rely on society being able to intervene in phenomena that jeopardise security. The most recent example of this is where the Russian authorities deliberately help third-country nationals to Finland's border. The Finnish authorities cooperate to ensure Finland's national security and public order and security.

"As uncertainty grows, it's important that the police bring stability to society through their own actions and continue to do their daily work professionally and promoting conciliation. Our mission is to serve and to provide basic security for everyone," Kolehmainen said.

Employee wellbeing a priority in the police strategy

In his speech, National Police Commissioner Kolehmainen talked about the update of the police strategy. For the first time, employee wellbeing, competence and dedication are among the main strategic objectives.

"We will improve our employees' work ability and well-being at work, and maintain a sense of community. We will ensure good occupational safety and support, and protect our employees from threats they face in their work," Kolehmainen adds.

We will develop police training and employee competence, taking into account the requirements of both the police security environment and society. We will increase the employer attractiveness of the police. We comply with an exemplary employer policy and develop the systematic nature of supervisory work.

"You can expect the above and our strategic priorities to be reflected in your daily work going forward. You also have a responsibility for promoting these objectives, especially if you are in a supervisory position," Kolehmainen said.

Most of the police officers taking the oath graduated in 2023. The purpose of the ethical oath is to make police officers more clearly aware of and adopt the values and ways of working expected of police officers in Finland.

The oath is not legally binding but seeks to emphasise the responsibility inherent in police work. By taking the ethical oath, the police officers among other things promise to respect the human dignity and human rights of each individual, and to behave in an honest and helpful manner.

The police oath ceremony was first held in January 2001.
