Equinor – pipeline repair response on the Norwegian Continental Shelf

The audit was conducted on 22 and 23 November 2023.

Background

Pipeline repair equipment is used in emergencies, in planned operations and during modifications. In recent years, the equipment and systems have been used on the bypass project for the gas transport systems around the Heimdal facilities. The experiences from these operations provide a key backdrop to this audit.

Objective

The objective of the audit was to verify that Equinor's management of their pipeline repair response on the NCS complies with the HSE regulations. Furthermore, we wanted to monitor how experiences and learning from completed projects are systematised, shared and put into use.

Result

We identified one non-conformity concerning responsibility and authority.

We also identified three improvement points. These concerned:

• Updating of governing documents in PRSI
• Mapping of working environment and capacity measurements
• Qualification and competency requirements

What happens now?

We have asked Equinor to report by 24 May 2024 on how the non-conformity will be addressed and for their assessment of the improvement points observed.
