We have had great interest in this program and have expended our total budget for 2023. The good news is Santa Rosa Water will be receiving additional funding mid- to late 2024 to replace additional toilets and fixtures for approved applicants. Please check back in mid-2024 for additional information and to fill out an application.

Santa Rosa Water customers may be eligible to receive up to two high-efficiency toilets, showerheads and faucet aerators for kitchen and bathroom installed by qualified plumbers -- at no cost to customers. Funding for this project has been provided in full or in part from the California State Budget Act of 2022 and through an agreement with the State Department of Water Resources.

Who is eligible?

Toilets and devices are limited and will be provided on a first come, first served basis while supplies last.

To be eligible, residents must be served by Santa Rosa Water (as water and/or sewer customers) and the toilets being replaced must be 1.6 gallons per flush or higher. Single family, multi-family, commercial, industrial and institutional customers are allowed to participate.

Each customer will be required to sign the Certificate of Participation to document the work was completed by one of the qualifying plumbers that Santa Rosa Water has contracted with.

What fixtures will be installed?

In addition to new toilets, new showerheads, and bathroom and kitchen faucet aerators will be installed on all bathrooms:

• Toilets will flush 0.8 gallons per flush
• Showerheads will use 1.5 gallons per minute (gpm)
• Bathroom aerators will use 1.0 gpm
• Kitchen aerators will be 1.5 gpm

There is a limit of two toilet packages (toilet plus devices) installed per single family and multi-family residence. For commercial toilet installation limits, please contact the Water Use Efficiency team at 707-543-3985, or [email protected].

How can I participate?

1. Once the program opens in mid to late 2024, fill out the customer pre-qualification form to confirm your toilet flushes 1.6 gallons or more per flush, and that you are a Santa Rosa Water customer.
2. Within 4 weeks, Santa Rosa Water will email you to confirm or deny your eligibility. Check your spam folder!
3. In late 2024, you will be contacted by a plumber to set up an appointment to install your new toilet(s), and faucet aerator(s) and showerhead(s).
