Baltic Countries Customs Initiative for Sanctions Against Russia Expands

On May 9, 2024, Lithuania, Latvia, Estonia, Poland, and Finland signed an agreement to implement unified control measures designed to prevent the circumvention of sanctions against Russia and Belarus.

In the agreement, the Baltic customs authorities agreed to tighten controls on sanctioned goods exported to or transiting through Russia and Belarus to third countries, for example, by requiring a declaration from the manufacturer.

For shipments transiting through Russia and Belarus by road, additional documentation, such as an end-user statement from the exporter, an agreement or contract between the exporter and the consignee, or payment confirmation may be required.
