Improvements Underway For SR 125 Toll Operations

On Friday, SANDAG management presented an update to the Board of Directors on the steps that are being taken to ensure all toll road customers are protected, and the integrity of the regional tolling system is restored.

"Today our Board took action to address tolling challenges in SR 125, ensuring that transparency and accountability is a top priority," said SANDAG and San Diego County Board of Supervisors Chairwoman Nora Vargas. "It was imperative that our Board of Directors today voiced their concerns and collaborated on strategic solutions. We are committed to navigating the organization in the right direction, ensuring accountability at every level."

The Board approved the revised Toll Operations Action Plan, which includes:

  • Updating procurement policies.
  • Completing an analysis to verify past account balances.
  • Explaining to the Board why an RFP process was not initiated a year sooner and why the Board was instead presented with a request to authorize a sole source contract award on January 12, 2024.
  • Initiating daily reconciliation of Kapsch/ETAN data to monitor and verify the ongoing accuracy of customer accounts.
  • Launching a Contract Management Support Unit to oversee the effective administration of awarded contracts, proactively communicate, and help address any contract performance issues.
  • Evaluating if DMV Hold Functionality can be implemented as part of the New Back-Office System Launch and identify interim collection options.
  • Updating Board Policies to outline reporting requirements for when a multimillion-dollar project fails to meet its deadlines and deliverables, including whether or not errors or delays are identified, under what conditions a report is required, and when a report will no longer be required.
  • Providing a semi-annual report to the Board on Sole Source awards, including the project, the underlying reason for the Sole Source award (and demonstrating adherence to public procurement laws), funding source/s, value of the award, and name of the Approving Official.
