Torrington Woman Pleads Guilty to Fabricating Physical Evidence

FOR IMMEDIATE RELEASE

(Torrington, CT) - David R. Shannon, Litchfield Judicial District State's Attorney, announced today that a Torrington woman pleaded guilty on April 5, 2024, before the Honorable Brian Preleski, to two counts of Fabricating Physical Evidence, in violation of Connecticut General Statutes § 53a-155(a)(2).

Lisa Hageman, age 56, of Torrington, was arrested October 3, 2023 by Inspectors from the Office of the State's Attorney, Judicial District of Litchfield, following allegations that she provided fraudulent community service letters to people in exchange for cash and gift cards. Pursuant to a plea agreement, Hageman received a sentence of five years in prison, execution suspended, followed by five years of probation. Hageman was also ordered to make restitution in the amount of $1,000.

According to the arrest warrant affidavit, on August 10, 2023, while working as the Executive Director of the Community Kitchen of Torrington, Hageman provided a community service letter to an individual who was required to perform community service as part of the disposition of his criminal case pending in Litchfield Superior Court. In exchange for this letter indicating that the individual had completed community service, Hageman received two BJ's Wholesale gift cards totaling $1,000 from that individual. This community service letter was provided to the Office of Adult Probation to indicate that he had completed the court-ordered community service hours when, in fact, he had not completed any of those hours.

In addition, according to the arrest warrant affidavit, on September 15, 2023, Hageman provided a community service letter to another individual indicating that he had completed community service in exchange for $1,000 in cash. This individual did not complete any of those community service hours. This transaction between the individual and Hageman was captured on an audio and video recording device.

State's Attorney Shannon would like to thank members of the Waterbury Police Department's Narcotics Unit, and the Connecticut State Police Troop L, for their assistance in this investigation.

The case was prosecuted by Supervisory Assistant State's Attorney Jonathan Knight and Deputy Assistant State's Attorneys Collin Cowdery, who were assisted by Inspectors Forrest Beaulieu and Mark Puglielli.
