City Seeks Public Input on Proposed 2050 General Plan Land Use Plan

The City of Moorpark's Community Development Department is releasing the proposed 2050 General Plan Land Use Plan for public review and comment. This follows up on the public review and comment on the proposed General Plan Housing Element, which is being considered by the Moorpark City Council at its January 19th meeting. In addition to incorporating land use changes related to housing, the Land Use Plan includes proposed changes to commercial, industrial, and recreational land uses.

When it comes to land use, Moorparkians have spoken! After a year-long publicly-led process, the draft General Plan Land Use Plan is now available for public review and comment. Made by Moorpark over a series of two citywide workshops, two online surveys with 197 individual comments, and five meetings of the General Plan Advisory Committee (GPAC), the Plan designates the high-level land uses that will be permitted on all properties in the City and standards for the development to be permitted. The overwhelming majority of uses throughout the City are expected to remain unchanged from their current use, but various "Opportunity Sites" have been identified by the GPAC for potential change.

"After a year of carefully scoping land use ideas with the public, the General Plan Advisory Committee's 16 members are excited to present the public, Planning Commission, and City Council with a draft Land Use Plan," said Douglas Spondello, Planning Manager. "We look forward to hearing from the community now that the pen has hit the paper and bringing these recommendations to our City Council for their review."

The following materials are now available at MoorparkGeneralPlan.com to facilitate public review of the Plan:

  • Proposed 2050 General Plan Land Use Plan, which identifies permitted land uses for all properties in Moorpark.
  • Areas of Change Map, which highlights the recommended land uses for Opportunity Sites where a change of use may occur by 2050.
  • Land Use Designation Table, which correlates current General Plan land use designations with the proposed revisions to land use designations in the updated General Plan.

The Plan will be considered by the Planning Commission at its regular meeting on January 25, 2022 and by the City Council for potential adoption at its regular meeting on February 2, 2022. The community is invited to participate in these meetings and provide their comments on the Plan.
