Gladstone City Administrator, Jacque Betz Weekly Report - 3/11/23

OR 99E: McLoughlin Blvd at W Arlington St and River Road- Oregon Department of Transportation (ODOT) will have an open house on Monday, April 3, 2023, from 4:30 -6:00 pm at the Clackamas County Development Services Building (in the auditorium) at 150 Beavercreek Rd, Oregon City to discuss the McLoughlin Blvd at W. Arlington St and River Road Improvement Project. This project is in the Statewide Transportation Improvement Project (STIP) for 2024-2027. It includes designing and installing a complete signal rebuild, including a new electrical cabinet, detection, signal poles, wiring, conduits, pedestrian push buttons and indications, vehicle signal heads, ADA ramps, and an upgraded signal interconnect system. Recycling Modernization Act In January 2022, The Plastic Pollution and Recycling Modernization Act took effect in Oregon. This modernizes the recycling system by building on local community programs and leveraging the resources of producers to create a system that gives everyone the same opportunity to recycle. In addition, the law provides new opportunities for Oregon local governments and their service providers to receive funding to expand recycling services starting July 1, 2025. To be eligible for funding, local governments must fill out a survey. I have contacted B&B Leasing (Gladstone Disposal) and Clackamas County Waste Management to get additional ideas about what is needed in our community. I will submit the information by April 14, 2023, deadline.

Gladstone Mural Program Tourism Consultant Lori Bell is leading a community outreach process to get input on Gladstone's Mural Project. Mural-making is a powerful avenue to engage artists and transform spaces where visitors wander. A pilot mural project will work with the community to design and implement two high-quality outdoor painted murals that reflect the tourism themes and content highlighted by the community. Please join us to give input on the mural project; Monday, March 27th, from 10:00 am -12:00 noon at the Gladstone Senior Center or 4:00-6:00 pm at the Gladstone Civic Center (See attached invite).

Clackamas County Library Advisory Board Meeting- The Clackamas County Library Advisory Board met this week. The County has submitted building permits for review on the new Gladstone Library. The Board of County Commissioners (acting as the NCPRD Directors) approved purchasing the land for the Concord site (where the Oak Lodge Public Library will be constructed). Webster Cason Crossing Project We had two contractors submit bids for the Webster Cason Crossing Project. The budget is $159,000. One offer came in at $388,590; the second bid was $152,410. Public Works issued a notice to process for D&D Concrete and Utilities (low bid), and we are doing our diligence. If everything goes accordingly, the staff will bring the contract to you on April 11th.

Gladstone School Board/City Council Meeting The Gladstone School Board and Gladstone City Council will hold a joint work session on Wednesday, March 22nd, at 5:30 pm at the Gladstone High School Demonstration Room. Gladstone Bingo by Rotary- A "Life at Night" in Gladstone happens again tonight; go green! The Rotary Club of Gladstone/Oak Lodge hosts a community bingo at the Gladstone Senior Center tonight. It begins at 5:30 pm and ends at 8:30 pm. Rotary obtained the proper permit to serve beer (green beer tonight), wine, & soft drinks, and there will be hot dogs and hamburgers to purchase. Outside of the cash prizes awarded during bingo games, all proceeds will go to local nonprofits. This month's proceeds will support the Kraxberger 8th grade graduation.
