The Pennsylvania State Ethics Commission has issued a final adjudication in the following matters under

HARRISBURG, PA -
Order No. 749-S (McQuiston)
Member
Port of Pittsburgh Commission
Allegheny County, PA

ORDER SUMMARY:

1. David McQuiston ("McQuiston"), as a member of the Port of Pittsburgh Commission, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2021.
2. This Commission hereby levies one maximum civil penalty against McQuiston at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00). McQuiston is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.
3. McQuiston is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the Port of Pittsburgh Board of Commissioners by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.
4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.

Order No. 750-S (Welshons)
School Board Member
Jeannette City School District
Westmoreland County, PA

ORDER SUMMARY:

1. Karen A. Welshons ("Welshons"), as a School Board Member for the Jeannette City School District, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a), when she failed to file accurate and complete Statements of Financial Interests for calendar years 2018 and 2019.
2. This Commission hereby levies two maximum civil penalties against Welshons, each at the rate of Twenty-Five Dollars ($25.00) per day for each day her Statements of Financial Interests for calendar years 2018 and 2019 have remained delinquent, for a total civil penalty of Five Hundred Dollars ($500.00). Welshons is ordered to pay said civil penalty in the total amount of $500.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.
3. Welshons is ordered to file complete and accurate Statements of Financial Interests for calendar years 2018 and 2019 with the Jeannette City School Board by no later than the thirtieth (30th) day after the mailing date of this Order, with a copy of each such filing forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.
4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.

Order No. 751-S (Davis)
Member
Board of Trustee for Selinsgrove Center
Northumberland County, PA

ORDER SUMMARY:

1. Judith Davis ("Davis"), as a Member of the Board of Trustees of Selinsgrove Center, failed to timely file a Statement of Financial Interests for calendar year 2021 in compliance with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a).
2. Per the Consent Agreement of the parties, we hereby levy a civil penalty against Davis in the total amount of $150.00 for Davis's delinquent Statement of Financial Interests for calendar year 2021.
3. To the extent she has not already done so, Davis is ordered to make payment of the aforesaid civil penalty in the total amount of $150.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $150.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.
4. To the extent she has not already done so, Davis shall be ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the Department of Human Services by no later than the thirtieth (30th) day after the mailing date of this adjudication and Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes
5. Failure to comply with Paragraphs 3 or 4 of this Order will result in the initiation of an appropriate enforcement action.
