Islandwide Multi-Agency Counter-Terrorism Exercise

The Singapore Police Force (SPF), Singapore Armed Forces (SAF), Singapore Civil Defence Force (SCDF) and the Immigration & Checkpoints Authority (ICA) conducted a counter-terrorism exercise from 30 April 2024 to 1 May 2024. This exercise is part of the continuous efforts by the Home Team and the SAF to test and validate Singapore's multi-agency response plan to a terrorist attack. More than 600 personnel from across the various agencies participated in the exercise.

During the exercise, Home Team and SAF personnel performed Joint Deterrence Patrols in a simulated period of heightened threat. The Joint Patrol Teams were deployed at identified high-risk locations, such as MRT Stations, coastal areas as well as Woodlands and Tuas checkpoints to respond to various simulated security and routine law and order incidents.

The exercise covered a myriad of scenarios including discoveries of Improvised Explosive Devices (IEDs), armed attacks on bystanders, intrusion into a commercial building and an armed intrusion by sea at Sentosa. The Joint Patrol Teams provided the first line of response to these simulated incidents before additional resources such as SPF's Ground Response Forces (GRFs) and Emergency Response Teams (ERTs) arrived. The armed intrusion by sea incident at Sentosa also tested the SCDF's ability to manage a mass casualty scenario.

The Home Team and the SAF will continue to conduct regular joint training and exercises to enhance interoperability and operational readiness in homeland security operations. This strengthens Singapore's ability to deal swiftly and effectively with terrorism threats under the Homefront Crisis Management Framework.
