Christine Dziedzina and Cathryn Todd selected to manage Reclamation's Human Resources Policy Office

WASHINGTON- The Bureau of Reclamation's Human Capital Officer Bryan Rainey announced the selection of Christine Dziedzina and Cathryn Todd as Human Resource Policy Office Managers. Dziedzina will oversee the Strategic Talent Management Division while Todd will be responsible for Workforce Relations, Engagement and Development Division.

"Christine and Katie both bring tremendous experience to their positions that will help Reclamation meet the needs of its employees and prepare it for the future," said Rainey. "Their leadership will help Reclamation create a positive atmosphere in Human Resources that will benefit the office and all of Reclamation."

Christine Dziedzina

Dziedzina responsibilities include promoting innovative and strategic human capital and workforce solutions, implementing policy and ensuring talent management program efficiency, enabling hiring stakeholders to make data-based decisions for the recruitment and retention of a high-quality workforce.

She has worked 13 years in federal human resources, serving in positions with the Department of the Army, Defense Security Cooperation Agency and the Veterans Health Administration. Since 2020, Dziedzina has served as the Reclamation's Staffing program manager advising on human resource programs, practices and policies involving strategic hiring practices.

Dziedzina holds a Master of Science in Human Resources Management, a Bachelor of Science in Interdepartmental Business Studies, and a Certificate in Entrepreneurship. She resides in Denver, CO with her husband, Jeremy, and their two dogs, Wesley and Winnie.

Cathryn Todd

Todd, known as Katie, will be responsible for the Employee/Labor Relations, Workforce Engagement, Reclamation Learning, Reclamation Training Development, and Benefits. The duties include connecting with the Reclamation workforce by promoting fairness and equity, building, and managing positive impactful relationships between management and their employees, deploying laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements, building Reclamation's learning opportunities, and establishing training programs across the workforce.

Her background includes 21 years of federal human resource experience working in staffing, employee relations/labor relations, and classification with the Department of the Defense and Veterans Health Administration. She has served as Reclamation's Classification program manager since 2022 while simultaneously serving as the Department Classification program manager.

Katie holds a Master of Business Administration in Human Resources Management, a Bachelor of Art in Human Resources Management/International Business and holds multiple certificates in Communication, Leadership, Management, Human Resources, Organizational Leadership and more. She resides in central Kentucky with her family.
