City Council to Meet April 15, 2024

Las Cruces City Council will meet at 1 p.m. Monday, April 15, 2024, in Council Chambers at City Hall, 700 N. Main St.

City Council will consider the adoption of an Ordinance confirming the successful completion of a Local Economic Development Act (LEDA) project with X2NSat, Inc. and authorizing termination of the project. The termination would also include the Project Participation Agreement, Intergovernmental Agreement, and the release of $150,000 that has served as security for the project.

City Council previously authorized the City to act as the fiscal agent for the LEDA project with X2NSat, Inc. The company received $300,000 in state funding from the New Mexico Economic Development Department (NMEDD) for the project.

The City provided $150,000 in local matching funds, in the form of a lien on the property, for a total of $450,000 to be allotted to X2NSat, Inc. The funding was used to support the X2NSat, Inc. project which created 30 new full-time jobs.

The NMEDD has completed an Economic Impact Analysis of the X2NSat Inc, LEDA project and has determined its operations in Las Cruces have provided the NMEDD and the City with a full return on the investments.

Also, in an Old Business agenda item, City Council will consider an Ordinance that could approve a zone change for slightly more than 2.9 acres at 712 and 722 Hendee Place and at 725 Basha Arch. The proposed Ordinance seeks a zone change from R-4C, Multi-Dwelling High Density and Limited Retail and Office-Conditional, to R-4, Multi-Dwelling High Density Limited Retail and Office.

City Council tabled action on the proposed Ordinance at its April 1, 2024, meeting.

The proposed zone change seeks to remove a condition that limits buildings to one story in an R-4 zoning district. The applicant wants to develop three vacant parcels with multi-family dwelling units, but the condition limits construction of multi-family units to one story.

The proposed zone change would allow the applicant to build multiple-stories and allow for additional multi-family units, while meeting the rest of the site design elements required by the Las Cruces Municipal Code. The properties are along Stern Drive, Basha Arch and Hendee Place in an area of the City where a variety of residential uses exist.

The City now offers an American Sign Language (ASL) interpreter at regular City Council meetings for in-person attendees.

Monday's City Council meeting will be televised live, in standard definition, on CLCTV, Comcast Cable channel 20, and in high definition on Comcast Cable channel 928. The meeting will also be livestreamed at clctv.com and on the City's YouTube channel.

Prior to the meeting the Council will meet at 11 a.m. Monday at City Hall for a Closed Meeting. City Council will discuss pending or threatened litigation.
