GENTEXT/REMARKS/1. Introduction. The Deputy Commandant for Information directed the consolidation of all Operations in the Information Environment (OIE) capability area Military Occupational Specialties (MOSs), to include Space, Electromagnetic Spectrum Operations (EMSO), Cyber Warfare, Civil Affairs, and Psychological Operations (PSYOP) into the 17XX Occupational Field (OccFld). The 17XX OccFld, previously known as the Cyberspace Operations OccFld, was re-designated as the Information Maneuver (IM) OccFld, which provides the Marine Corps with a deliberate, professionalized, and sustainable workforce enabling the Marine Corps to integrate IM-related capability areas and enable Information as the 7th Warfighting Function. As a result of the 17XX Professionalization in FY22, two officer Primary Military Occupational Specialties (PMOSs) were created within the IM OccFld: 1706 Maritime Space Officer and 1707 Influence Officer. This MARADMIN establishes FY24 lateral move opportunities to the 1706 and 1707 PMOSs in accordance with the references and guidance contained herein.
2. Occupational Field Opportunities. Active Component (AC) unrestricted officers are eligible to apply for lateral move into the PMOSs listed below (read in two columns):

1707 Influence Officer Upon promotion to Colonel, officers will merge into the 8041 population.
3. Unrestricted Officer Guidance
a. This MARADMIN solicits unrestricted officer applications for lateral move into the newly-established 1706 Maritime Space Officer and 1707 Influence Officer PMOSs. Packages will be addressed to CMC (MMOA-3) for consideration.
b. Eligibility requirements for lateral moves are as follows:
(1) Unrestricted officers in the grades of captain through lieutenant colonel (including captain selects).
(a) Captains and captain selects will only be considered if they are career designated or scheduled to screen for career designation on the FY23 Officer Retention Board (ORB) Number 1 in February 2023 or ORB Number 2 in August 2023. Refer to reference (e) for ORB 1 eligibility criteria, timelines, etc. General information, eligibility criteria, timelines, etc. for ORB 2 will be updated on the forthcoming ORB 2 MARADMIN.
(b) Lieutenant colonels will be considered qualified for a lateral move if they have had appropriate previous experience in the PMOS they are requesting or by exception only.
(2) Officers who are slated for command as a result of the FY24 command screening board are not eligible.
(3) Officers in joint billets are eligible if they have completed 24 months in their assignment by 1 June 2024.
(4) Officers in Commandants Career-Level Education Board (CCLEB) and Commandants Professional Intermediate-Level Education Board (CPIB) utilization tours are eligible if they have completed 36 months in their assignment by October 2024. Officers may request a curtailment; however, it must be processed by MMOA prior to submitting for lateral move. Curtailment approval shall be included with the lateral move package.
(5) Officers in the above zone for promotion are not eligible.
(6) Officers must meet the minimum time-on-station (TOS) requirement by 1 June 2024.
(7) All AC unrestricted officer PMOSs are eligible to apply for lateral move; however, current and forecasted inventory levels by PMOS and grade will be considered during the selection process.
c. Exceptions to policy will only be considered on a case-by-case basis in accordance with Talent Management 2030 and will be approved at the discretion of Director, Manpower Management.
d. Service Obligation
(1) Officers approved for lateral move to the 1706 or 1707 PMOSs will incur a service obligation upon completion of PMOS school and awarding of the PMOS designator.
(2) Service obligation will be determined by MOS producing school requirements and will either be 36 months or 60 months. Those who require fewer than four weeks of required training will incur a 36-month service obligation upon awarding of the new PMOS. Those who require greater than four weeks of training will incur a 60-month service obligation upon awarding of the new PMOS.
e. Officers who do not complete the required PMOS school will be reassigned to the PMOS held at time of application or at the discretion of MMOA.
4. Application Procedures
a. Lateral move applications must be submitted via the NAVMC 10274 Administrative Action (AA) request form. Applications must be endorsed by the first O6 in the applicant's chain of command as appropriate. Refer to the MMOA-3 Manpower Website https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3RR/pages_newpage for package templates. PMOS qualification will be screened by HQMC (MMOA) and the gaining Occupational Field (OccFld) manager.
b. All lateral move applications will include the following:
(1) At least one but not more than three letters of recommendation attesting to the applicant's leadership, technical skills and abilities, and overall performance.
(2) A one- to two-page personal statement in naval letter format explaining why the officer desires to lateral move into the requested PMOS. The applicant will reference any unique experiences relevant to the gaining PMOS. Applicants will distinguish between training, education, and operational experience.
(3) Applicants must be eligible for a TS/SCI clearance. To verify this, applicants must provide a letter of SCI eligibility from the HQMC SSO ([email protected]); a letter from their local SSO is not sufficient.
(4) Applicant's Master Brief Sheet.
(5) Applicant's unofficial transcripts for all undergraduate and graduate education.
(6) E-mail correspondence from the applicant's PMOS monitor that they will meet the TOS requirement per paragraph 3b(6).
c. The deadline for lateral move application submission is 2359 Eastern Standard Time 31 May 2023. Applications received after this date will not be considered. Marines who are unable to meet this deadline should submit at subsequent lateral move solicitations.
5. Approval of a lateral move request is subject to multiple determining factors for each particular MOS. Officers are highly encouraged to contact their current PMOS monitor prior to submitting for a lateral move. Officers may also contact a career counselor (MMRP) prior to submission of a request to evaluate the career impact of a lateral move.
6. All applications must be submitted as a single .PDF file to only the MMOA-3 Organizational Mail Box at [email protected] and labeled as "EDIPI_LastName_1706" or "EDIPI_LastName_1707", depending on the requested MOS. Failure to do so will result in the lateral move application being returned with no action taken. All submissions will receive a receipt notification.
a. Upon receipt of the lateral move application, MMOA-3 will staff the package with the appropriate stakeholders and prepare the package for decision.
b. Lateral move decisions will be communicated to the Marine via e-mail correspondence within 90-120 days of the application deadline to MMOA-3. Officers approved for lateral move will execute orders to the next available PMOS school or as directed by MMOA.
7. Per reference (a), all lateral moves are strictly voluntary. Marines who do not wish to lateral move into the 17XX OccFld, but are currently serving in 05XX BMOS billets that are transitioning to a 17XX BMOS, may continue to serve out their current assignment in that billet.
8. Information Maneuver OccFld representatives will conduct a roadshow, starting Winter CY22, to answer questions from Marines interested in the new OccFld. Details pertaining to roadshow IM OccFld briefs executed at bases and stations across the Marine Corps will be published in a forthcoming MARADMIN.
