On April 20, 2024, State Police members arrested Ryan J. O'Neill, age 34, of Massena, NY for DWAI-Drugs 1st, criminal possession of a controlled substance 7th, criminal use drug paraphernalia 2nd, and issued vehicle and traffic tickets.

On April 20, 2024, at approximately 4:22 p.m., Troopers responded to the intersection of County Route 43 and State Highway 37B in the town of Louisville for a personal injury accident. An investigation determined O'Neill was traveling in a 2022 black Chevrolet Silverado, and rear-ended 2012 gray Chrysler while it was stopped at a stop sign. When the Troopers arrived, O'Neill was being medically evaluated by EMS, which he signed off on medical attention. Alexis N. Gon Dosch, age 34, of Massena, NY, operator of the 2012 gray Chrysler was transported to Massena Memorial Hospital for back pain.

Troopers interviewed O'Neill; he was showing signs of impairment. Troopers administered SFSTs, which he failed. O'Neill was arrested and transported to SP Massena for processing. During the search of the vehicle, Troopers located drug paraphernalia inside of the vehicle.

O'Neill was released on appearance tickets returnable to the Town of Louisville Court returnable to a later date in May.
